L. Randall Wray is the and Professor of Economics at the Levy Economics Institute of Bard College. He has also taught at Bard College, the University of Missouri-Kansas City, and the University of Denver. He is one of the developers of Modern Money Theory and his newest book on the topic is Making Money Work for Us (Polity, November 2022). A companion illustrated guide to MMT will be released in May: Money For Beginners (with Levy Institute graduate Heske Van Doornen, Polity). Other recent books include Why Minsky Matters (Princeton, 2016), A Great Leap Forward (Elsevier, January 2020), and Handbook of Economic Stagnation (Elsevier, 2022 with Flavia Dantas). Wray is the author of a textbook, Macroeconomics (with Mitchell and Watts; Red Globe Press, 2019).

At the Levy Institute, Wray’s research and teaching focuses on macroeconomics, monetary theory and policy, and the work of Hyman Minsky. He has published hundreds of journal articles and policy briefs and is a frequent guest on podcasts discussing economic policy. His work has been featured in prominent media outlets such as The New York Times, Barron’s, and The Guardian.

He is the 2022 Veblen-Commons Award winner for lifetime contributions to Institutionalist Thought. He has been a Fulbright Scholar to Italy and Estonia, and a visiting professor at the Universities of Paris, Bologna, Bergamo, Rome, UNAM in Mexico City, UNICAMP in Brazil, Tallinn University in Estonia, and Nankai University, China. He is a visiting professor on a continuing basis at Masaryk University, Czech Republic. He was the 2022-2023 Teppola Distinguished Visiting Professor at Willamette University, Oregon.

Capacity-Building Workshop on Conceptual, Measurement, and Policy Issues Relating to Time and Consumption Poverty and Women’s Economic Empowerment

The purpose of this workshop was to engage with fellow economists to enhance capacity building in research and teaching of gender-sensitive economic analysis, with a focus on women’s economic empowerment and time use. The workshop was built on three pillars: a) understanding the process of statistical matching; b) understanding and measuring time and consumption poverty; and c) understanding and measuring women’s decision-making power. We provided hands-on training in developing the modeling skills of the participants. Our goal was to guide the participants toward the formulation of viable research projects focused on addressing the intersection of decision-making power, economic empowerment, and time poverty in developing countries and the formulation of gender-sensitive policies to enhance women’s economic empowerment and wellbeing.

Our participants would like to or are currently involved in research aimed at influencing policymaking in order to address women’s empowerment especially in the context of the use of time. We had participants from the following countries: Benin, Burkina Faso, Ethiopia, Ghana, Nigeria, Senegal, and Togo. Half of the participants were from Ghana and half were women

Carlton is a graduate of Simon’s Rock Early College, Reed College, and The School for International Training, and did additional graduate work in the Bard College MAT program. For nearly 30 years, Carlton has been an international educator, international volunteer service leader, program manager anchored by his passion for proactive social inclusion and diversity. He has led study abroad offices both public and private, admission offices, and financial aid centers, and has been frequently included as a scholarship evaluator and for high level merit scholarship programs like The Soros Foundation, The Point Foundation, and The Institute for International Liberal Education at Bard College, and the Roddenberry Foundation. Carlton has also dedicated a significant amount of time working with marginalized youth through Upward Bound, and through agencies in the South Bronx , Poughkeepsie, and Portland, Oregon. Carlton has been honored with numerous awards for his diversity work, and has been an honored presenter for Charles University in Prague, University of Washington School of Global Health, National Summit for Long Term Survivors, Concordia College/IPSL, Institute for Disaster Mental Health, NAFSA, Forum for Education Abroad, PFLAG, World Scholar Athlete Games, World Learning, and Simon’s Rock for its Outstanding Alumni Award. in 2011 Carlton and his NGO, Volunteer Positive, were recognized in the top 100 innovators list for his diplomatic work between the US and Thailand , and was a first place national award winner that same year with Diversity Abroad Network. In 2022, he joined the staff of The Levy Economics Institute to support and promote access to progressive graduate economic philosophy, research and study.

The Causes of Pandemic Inflation

While the trigger for the Covid recession was unusual—a collapse of the supply side that produced a drop in demand—the inflation the US economy is now facing is not atypical, according to L. Randall Wray. In this one-pager, he explores the causes of the current inflationary environment, arguing that continuing inflation pressures come mostly from the supply side.

Wray warns that, given federal spending had already been declining substantially before the Fed started raising interest rates, rate hikes make a recession—and potentially stagflation—even more likely. A key part of our fiscal policy response should be focused on well-designed public investment addressing the substantial supply constraints still affecting the US economy—constraints that are not just due to the Covid crisis, but also decades of underinvestment in infrastructure. Such an approach, in Wray's view, would reduce inflationary pressures while supporting growth.
