For millions of Indians, a government job represents stability and opportunity. Yet government departments across the country continue to face persistent staffing shortages. Why do vacancies remain unfilled despite overwhelming demand for public sector jobs?

A 2025 GKII Sunil Kumar & Sumati Murli Research Award recipient, Prakhar is investigating how India’s public recruitment systems shape state capacity. “Growing up in India, you always hear stories of ‘sifarish’ or patronage. So the question of understaffing is even more counterintuitive,” says Prakhar.

His doctoral research combines interviews with government officials, candidates, and legal actors with analysis of recruitment procedures and litigation to better understand why hiring processes often stall.

How can healthcare better meet the needs of transgender and gender-diverse communities in India?

A 2025 GKII Sunil Kumar & Sumati Murli Research Award recipient, Rose is exploring how HIV and broader healthcare services can become more responsive to transgender communities. Working in partnership with YRG CARE and transgender health clinics across India, her research combines survey analysis, qualitative interviews, and participatory workshops with community members and healthcare providers.

Her findings highlight the importance of gender-affirming care, trusted provider relationships, and services that address broader health and social needs. The research is now informing the development of a provider training program designed to strengthen transgender-competent care in India.

At the start of the India RISE Fellowship, our fellows came together to reflect on the kind of community they wanted to build, for themselves and for one another.
 
The responses formed a shared community palette: a set of intentions rooted in care, trust, and collective growth.
 
From celebrating small wins to cheering each other on, from asking for help to making space for honest conversations, these commitments remind us that leadership is not built in isolation. It grows through the communities that hold us, challenge us, and help us keep going.
 
As the fellowship continues, we are grateful for a cohort that continues to show up for each other with warmth, purpose, and conviction.

✨📘 The GKII Annual Report 2025 is here.

This past year 2025 was one of meaningful progress and new beginnings for the Gupta-Klinsky India Institute, as we continued to deepen partnerships, strengthen programs, and build durable platforms for collaboration between Johns Hopkins and India.

A major milestone this year was the launch of the India RISE Fellowship, our signature program advancing women’s leadership in STEMM. With 41 exceptional early-career researchers in its inaugural cohort, India RISE reflects our commitment to building a strong network of women scientists who will shape the future of science and public health.

2025 also saw important momentum across GKII’s flagship work, from the TB Free Schools Initiative to our growing investments in Data Science and AI, each bringing together research, policy, and practice in ways that are designed to endure and grow.

Another defining moment was the inaugural Hopkins India Conference in Washington, DC, our largest convening to date, bringing together leaders across sectors to advance conversations on public health, innovation, education, and the future of India–U.S. collaboration.

At the heart of it all is a shared belief in building with intention, creating partnerships that last, and investing in ideas and people that can shape the future. As Executive Director Kunal Pal reflects, “The foundations are stronger, the partnerships deeper, and the path forward clearer.”

The Gupta-Klinsky India Institute at Johns Hopkins University and the Indian Institute of Health Management Research (IIHMR) Delhi have formalized a partnership to support the India RISE Fellowship, a leadership development initiative for emerging women leaders in health research and innovation.

As a key academic partner, IIHMR, Delhi will host fellowship workshops, convenings, and training programs, while contributing to fellows’ learning through expert-led sessions, mentorship, and engagement with leaders across the health sector.

The MoU was formally exchanged at IIHMR Delhi in the presence of Dr. Sara Bennett, Faculty Co-Chair of the Gupta-Klinsky India Institute and Professor at the Johns Hopkins Bloomberg School of Public Health; Dr. Sutapa B Neogi, Director, IIHMR Delhi; Maj. Gen. (Dr.) Punit Yadav, Professor and Dean (Academics & Student Affairs), IIHMR Delhi; and Neetisha Besra, Director, India, Gupta-Klinsky India Institute.

The partnership reflects a shared commitment to strengthening women’s leadership in health research and building a stronger ecosystem for innovation and impact in India’s health sector.

Rachel is the Executive Director of the Johns Hopkins Institute for Planetary Health and the Planetary Health Alliance, where she leads efforts to advance a global movement at the intersection of environment, health, and policy.
