University of Baltimore - Center for International and Comparative Law The CICL promotes the study of international and comparative law and of the political and economic institutions that support the international legal order.

Established in 1994, the CICL sponsors research, publication, teaching and the dissemination of knowledge about international legal issues, with special emphasis on human rights, democracy, intellectual property and international business transactions. Initiatives are coordinated with other University System of Maryland institutions through the System Associates Program and the John Sumner Steed C

olloquium on International and Comparative Law. The Center hosts a number of visiting lecturers, events and colloquia throughout the year. Visiting Fellows in International and Comparative Law stay for a semester or a year. The two primary public programs are the annual John Sumner Stead Lecture on International and Comparative Law and the Stead Colloquium on International and Comparative Law.

As our Baltimore and Maryland Summer School heads into its final few days, find out a little more about the summer school programme from John Bessler one of the visiting lecturers from the University of Baltimore. He is teaching a Comparative Crime & Punishment course. The class has explored the history of the Enlightenment and its influence on criminal justice issues, as well as sentencing policies and at the differences--and, in some cases, similarities--between justice systems around the world. One of the topics that has been explored in in greater detail is the death penalty, an issue John has been writing about for more than twenty years. His latest book, The Death Penalty as Torture: From the Dark Ages to Abolition, argues that death sentences and executions should be legally classified using the rubric of torture. "Mock" or simulated executions are already treated as acts of psychological torture. If simulated executions qualify as torture (as they should), then real executions should qualify, too. Dr Susan Stokeld, the University of Aberdeen co-teacher and various guest speakers have given the students a good overview of the Scottish legal system. PUTTING THE LAW INTO PRACTICE, INTERNATIONALLY!
Last Friday, students in our Aberdeen Summer Study Abroad Program visited Edinburgh, including the Faculty of Advocates and Parliament House. They spent time with Advocates, learning about their practice in the area of criminal law and medical negligence.

Diane Hoffman, professor at the University of Maryland School of Law added: “Hearing about the role of advocates in both the civil and criminal processes from the advocates themselves gave the students a better understanding of how the law works in practice.”

On Thursday, students are headed to HMP & YOI Grampian, where it is certain that University of Baltimore School of Law (Official) professor, John Bessler, will be in his element.

"First, I want to point out that the UB School of Law was very good for me. I was a day student and enjoyed the fact that law can be viewed from many different perspectives. A positive aspect of a legal education is that one learns most things are relative. The students in our Aberdeen Summer Study Abroad program are now at the halfway point of the program. Thus far, the students have met with the Lord Provost of Aberdeen in the Town Hall, visited Fyvie Castle, experienced some Highland Games in Stonehaven, visited Loch Ness (no spotting of Nessie though), and saw where the Battle of Culloden took place. Today, our students are in Edinburgh, touring and visiting Parliament. There are two weeks left in the program and up next week is a field trip to visit Her Majesty's Prison Service Grampian.
