Senator Walter Rand Institute for Public Affairs (WRI) at Rutgers University-Camden addresses public policy issues impacting southern New Jersey through applied research, community engagement, and organizational development. Founded in 2000 under the leadership of Dr. Richard Harris, WRI was organ

ized to honor Senator Rand’s legacy of public service to southern New Jersey and to his hometown of Camden. Launched with a legislative appropriation from the State of New Jersey and matching funds from Rutgers University, WRI serves as a research and public service center for Rutgers-Camden, the southern campus of the state’s land grant university. The unflagging support of Provost Roger Dennis and Dean Margaret Marsh were instrumental in assuring the success of WRI as resource for the campus and for the community. Through their efforts, the Institute has been established with a strong, ongoing commitment of resources and is tied closely to the Department of Public Policy and Administration which provides the Director of WRI from the ranks of its senior faculty. The Institute also benefits from the guidance and support of its external Advisory Board which organizes an annual event to honor three South Jerseyans of the Year and to raise scholarship support for students working on WRI projects. Providing high-quality research and evaluation, as well as a venue for public, private and nonprofit leaders to engage constructively on challenging issues, WRI has tackled an array of policy problems including social service delivery, local government capacity, release and re-entry of violent offenders, civic engagement, housing affordability, and regional development. WRI projects have connected scores of Rutgers students with exciting opportunities to enhance their education with invaluable experience in the real-world of public affairs. Since its inception, the Walter Rand Institute has pursued its mission of engaging Rutgers-Camden faculty and students with public administrators, elected officials, nonprofit organizations, and community leaders to address the real world challenges that shape the lives of citizens in southern New Jersey and beyond. It is this record of achievement that led the University to designate WRI as the research center for a new Public Affairs Ph.D. With the addition of doctoral fellows, WRI looks forward to building an even stronger record of research and public service.

Our team was in Anchorage, AK last week for the annual conference! 🫎

It was an exciting few days filled with networking with other public service organization professionals and fascinating lightning talks and breakout sessions. Our very own Kiersten Westley Henson presented a lightning talk on our latest research around colorectal cancer screenings and our partnership with Inspira Health, Rowan University School of Osteopathic Medicine, and Rutgers School of Nursing- Camden.

“Beyond Research to Building Trust: Focus Groups as Engagement” explored how focus groups could be reimagined to be bi-directional learning spaces for real-time education, trust building, and action.

Our student seminar is flying by! We just concluded our SIXTH session that was all about how to translate research for a policymaker audience.

This session featured a panel with policy expert Alex Staropoli (Founder & Principal of Staropoli Strategies) and Silvia Catalan-Culnan, Mayor of Mt. Laurel Twnship & Legislative Director to Assemblyman William Spearman. They both brought such wonderful insight for our students and we thank them for taking time out of their busy schedules to join us!

Each year, we honor three South Jerseyans whose work and leadership have made a lasting impact on our region. This year, we are proud to honor: Senator John Burzichelli - New Jersey Legislative District 3, Inspira Health, and Anthony DiFabio President & CEO, Acenda Integrated Health.

👩‍🎓 The event also celebrates the students that support the Institute’s work and raises funds to support undergraduate and graduate student fellowships, scholarships, and South Jersey community-based research, teaching, and training initiatives.

🎉 The 24th Annual Walter and Leah Rand Awards and Scholarship Dinner will be held on Tuesday, April 28, 2026 at Tavistock Country Club.

At the Walter Rand Institute, we’re proud to highlight the vital role social workers play in strengthening our communities — including in unexpected places, like our public libraries.

📚✨ This month, we’re spotlighting a recent report which expands on the assessment of the New Jersey State Library’s Social Work Informed Library Services in New Jersey (SWILIBS‑NJ) Pilot Program across , , and counties.

This exploratory analysis looks at how these innovative, library‑based social work models can support Southern New Jersey’s diverse communities, offering insights on regional considerations and opportunities for expanding compassionate, community‑centered support for patrons with complex needs.
