Building Integrated Communities (BIC) is a statewide community planning initiative of the Latino Migration Project at UNC-Chapel Hill. BIC helps North Carolina local governments to successfully collaborate with local foreign-born, refugee, and Hispanic/Latinx residents in order to improve relationships, enhance communication, and promote residents’ participation and leadership in local government. As technology continues to transform communication, how effective are today’s translation tools? In this webinar, researchers will share findings from their work evaluating AI-powered and traditional translation tools and discuss how these technologies are being used to support language access in government services. Interpretation will be provided in English and Spanish.

We are excited to share a new resource designed to improve emergency communications: a database of 284 pre-scripted message templates in English and Spanish. Developed using best practices and federal guidelines, these templates can support clear, effective, and timely public warnings during emergencies and disasters.

This database was created by multilingual undergraduate and graduate students as part of the Spring 2026 Latin American and Caribbean Studies course on Language Access Planning for Emergencies and Disasters at the University of North Carolina at Chapel Hill. It was produced in collaboration with staff and faculty from the Building Integrated Communities initiative and reviewed by tilde Language Justice Collaborative.

🎉 On Thursday, July 2nd, the Hendersonville City Council unanimously approved a Language Access Plan. The Language Access Plan outlines how the City will interact with community members who speak languages other than English. Over the past six months, staff from the City of Hendersonville, True Ridge, and El Centro de Hendersonville participated in monthly workshops with the Building Integrated Communities team to develop the Language Access Plan.

🎉 El jueves 2 de julio el Consejo Municipal de Hendersonville aprobó el Plan de Acceso Lingüístico por unanimidad. El Plan de Acceso Lingüístico describe cómo el municipio interactuará con miembros de la comunidad que hablan idiomas además de inglés. Durante los últimos seis meses, personal de la Ciudad de Hendersonville, True Ridge y el Centro de Hendersonville participaron en talleres mensuales con el equipo de Construyendo Comunidades Integradas para redactar el plan.

In Spring 2026, the Curriculum in Latin American and Caribbean Studies and the Building Integrated Communities (BIC) initiative offered for the first time a Language Access Planning for Emergencies and Disasters Course. The course brought together UNC students with local government emergency and disaster management teams from 16 urban and rural jurisdictions across the state. En la primavera de 2026, el Currículo de Estudios Latinoamericanos y del Caribe y la iniciativa Construyendo Comunidades Integradas (BIC por sus siglas en inglés) impartieron por primera vez el curso Planificación de acceso lingüístico en situaciones de emergencia y desastres.
