The President's Council on UVA-Community Partnerships was established in 2019 with five working groups, including the Pipelines & Pathways Working Group, which was tasked with identifying how the University can create and illuminate clear pipelines to employment and subsequent pathways for upward staff mobility.

Nearly five years later, Pipelines & Pathways is housed within UVA HR and has played a central role in designing and delivering the cohort-based model for the Pathways to Success Early Childhood Educator Training Program, leading recruitment, training, site visits, and job placement while providing holistic support through dedicated Opportunity Navigators. To date, 10 participants have graduated, and an additional 15 are currently in training, with most already receiving job offers ahead of their February completion.
