Dr. Freeman Williams, REC Chair and Asua Ofosu, REC Director, celebrated the signing of the Delaware John Lewis Voting Rights Act, a historic step forward in protecting the right to vote and ensuring that every Delawarean has an equal voice in our democracy.

We are especially proud to see Governor Matt Meyer present the signing pen to REC Chair Dr. Freeman Williams in recognition of the important work of the Racial Equity Consortium and our continued commitment to racial equity and voting rights in Delaware.

Dr. Freeman Williams, Racial Equity Consortium (REC) Chair and Asua Ofosu, REC Director were witnesses to history.

On August 6, 2026, Delaware Governor Matt Meyer signed HB 444, the Delaware John Lewis Voting Rights Act into law at Wilmington’s historic Shiloh Baptist Church on the 61st anniversary of the federal Voting Rights Act of 1965.

This state-level law establishes legal safeguards against voter suppression, voter discrimination, and vote dilution. John Lewis reminded us that our vote is precious, sacred and has power. When every voice is heard and every vote is counted, our communities are stronger.

Many thanks to the bill sponsors, Rep. Larry Lambert, Sen. Marie Pinkney for their leadership and House Speaker Melissa Minor-Brown for shepherding the legislation through the General Assembly.

Thank you Dr. Williams and Asua Ofosu for representing the REC at this historic event!!

Despite carrying a cane following a recent knee replacement, Newark Delaware NAACP President Dr. Freeman Williams was not going to miss this ceremony.

On Aug. 6, with fellow state officials, community members and advocates packed the pews of the Shiloh Baptist Church in Wilmington to watch Gov. Matt Meyer sign the Delaware John Lewis Voting Rights Act into state law, becoming one of the first states in the country to do so following a key ruling from the U.S. Supreme Court.

Backed by Rep. Larry Lambert, the bill protects residents from voter suppression and vote dilution, including practices like gerrymandering, that can weaken a community’s voting power.

It bears the name of the late activist and former U.S. Rep. John Lewis of Georgia, who fought tirelessly for civil rights throughout his life.
