The region’s future is being built at the intersection of education and industry, and no one builds it alone.

TCC Chancellor Elva LeBlanc joined education, business and civic leaders at the Fort Worth Business Press State of Higher Education Forum to discuss how Tarrant County's higher education institutions are meeting workforce training needs and strengthening the student-to-employee pipeline.

"I'm proud to say 85 percent of Tarrant County College graduates stay in Tarrant County," Dr. LeBlanc said. "Without an educated workforce, it's very hard to recruit companies to the region."

TCC's partnerships with aviation, automotive and healthcare industries demonstrate what happens when colleges and employers design pathways together: Students don’t just earn credentials. They move into careers waiting for them. That kind of alignment also keeps talent at home.

25 more students each semester. That’s 25 more future aviation maintenance technicians ready to keep the region flying.

Tarrant County College is grateful to the GE Aerospace Foundation for its support through its workforce development initiatives. This investment will expand our Aviation Maintenance Technician labs and increase capacity by 25 students every semester.

More lab space means more students getting hands-on, industry-aligned training on the skills employers need now. As demand for aviation talent continues to climb, TCC is building the pipeline that North Texas’s aerospace and aviation industries depend on, and opening doors to high-wage, high-demand careers for our students.

TCC Southeast officially cut the ribbon on a $193 million transformation unveiling 100,000 square feet of new space and 234,000 square feet of renovations funded through TCC's voter-approved bond program.

“We listen to the heartbeat of our neighbors. We grow alongside them,” TCC Chancellor Elva LeBlanc said. “Yes, we’re cutting a ribbon on extraordinary new and modernized spaces. But this transformation is about what happens inside those spaces and the people who make it happen.”

For three decades, Southeast has served more than a quarter-million Trailblazers with current enrollment approaching 10,000 students.

“This project was designed around the entire student journey — from someone’s first interest in TCC through completion and whatever comes next,” TCC Southeast President Andy Bowne said. “Our goal is simple: help every Trailblazer who comes here take bold steps toward a better future.”

Marisa Lozano’s dream used to begin when her son fell asleep. It was 2024, and Lozano’s son, Elias, needed nearly all of her attention. When she attended long in-person classes, her fiancé, David, sometimes missed an entire workday to care for Elias in her stead. When Lozano worked part time, the couple alternated parental duties around their schedules while stretching their paychecks.

The dream is to finish her studies at Tarrant County College and build a career in medical imaging, possibly in radiologic technology. It is also to make college feel possible to Elias. But working toward it meant using whatever hours remained after he went to bed to do her homework.

This week, Chancellor Elva LeBlanc was honored with the 2026 North Texas Early Childhood Leadership Award from Child Care Associates for her work advancing early childhood education and supporting student-parents across North Texas.

The award recognizes the vision that became reality this summer with the opening of Child Care Studios at TCC Northwest and TCC South.

“I am deeply honored by this recognition, and I accept it proudly on behalf of the entire Tarrant County College community,” Dr. LeBlanc said. “Some achievements for an institution hold a special place in our hearts. Bringing high-quality child care directly to TCC campuses tops our list.”

An educator with experience in early childhood education, Dr. LeBlanc has long emphasized the connection between a child’s earliest learning experiences, a parent’s educational progress and a family’s economic mobility. As chancellor, she helped turn a long-held vision for campus-based child care into reality.

Child Care Associates President and CEO Kara Waddell praised Dr. LeBlanc's approach: "Her leadership recognizes that simultaneously investing in children and their parents strengthens families and fortifies our regional workforce. By removing one of the most persistent barriers facing student-parents, she helped create a strategy that supports children's early learning while helping their parents stay on track."
