Welcome to the Mid-Atlantic Center for Emergency Management & Public Safety (MACEM&PS) at Frederick Community College (FCC)! FCC is a fully accredited college located in Frederick, Maryland just 15 miles south of FEMA’s Emergency Management Institute (EMI)/National Fire Academy (NFA). We are the only college in the country contracted with the FEMA Emergency Management Institute (EMI) to provide co

llege credit for the Independent Study Program (ISP). As an academic department, we also offer degree programs in Emergency Management, Fire Service Administration, Criminal Justice, GIS, and more, at both the Associate Degree and Certificate levels! And if you're here on the more professional side of things, our contract team also routinely works to build trainings, perform research and analysis, provide editing and publication, and otherwise supply quality resources to anyone who might have a public safety-related need. While preparedness is often highlighted during September, emergency managers work year-round to help communities prevent, prepare for, respond to, and recover from disasters.

This year's FEMA Federal Emergency Management Agency Ready Campaign theme, "Americans Stand Ready," reminds us that preparedness begins with each of us. Small actions today can make a significant difference tomorrow.

🏐 Supporting a Legacy of Leadership

We are proud to support the First Annual Carolyn Smith Clark Volleyball Classic at Twin Arch Crossing Park in Mt. Airy.

More than 50 players from local teams came together for a day of friendly competition, community connection, and a meaningful cause. Proceeds from the event support the Carolyn Smith Clark Scholarship for Women in the Fire Service at Frederick Community College.

The scholarship honors Carolyn Smith Clark's lasting legacy as a respected leader, educator, and advocate for the fire service profession. Through this annual event, her commitment to developing future public safety leaders will continue to inspire and make a difference for years to come. 🏐❤️

🚨🌟 Preparedness starts with community! 🌟🚨

In recognition of National Emergency Management Awareness Month, we had a fantastic time connecting with community members at the 2026 Shady Grove Preparedness Fair, jointly hosted with Milk Lady Markets Open-Air Farmers Market.

The event featured local safety demonstrations, emergency planning exhibits, and a variety of local vendors. We were proud to join local, state, and federal partners to share safety tips, disaster readiness information, and resources to help families prepare for emergencies.

💡 Fun Fact: Most disasters and emergencies happen close to home, which is why having a family emergency plan and an emergency supply kit can make a big difference when every minute counts!

Thank you to everyone who stopped by to learn, ask questions, and take steps toward becoming more prepared. It was wonderful connecting with our community and sharing information that can help keep families safe before, during, and after disasters. Together, we're building a more resilient and prepared community! 💙🏡🚒🚑

📚 Another internship chapter comes to a close! We have had more than five years of success with FCPS interns. They are interested, effective, motivated, and team players.

We said goodbye to Grace Yoder, a FCPS Maryland senior who spent the summer interning with the Mid-Atlantic Center for Emergency Management & Public Safety at Frederick Community College. We appreciate Grace's hard work and contributions to our team. We wish her all the best in her future endeavors!

Grace also discovered that around here, professional growth occasionally comes with dessert and cookies!🍪

🎉 Please join us in welcoming Mozell J. Person, Ed.D. as the new Associate Vice President/Dean of the School of Public Service, Social Sciences and Education at Frederick Community CollegeFrederick Community College! 🎉

An experienced higher education administrator and educator, Dr. Person has built his career around strengthening academic programs, supporting faculty, and creating meaningful educational opportunities for students.

Prior to joining Frederick Community College Dr. Person held academic leadership positions at community colleges in California, Virginia, and North Carolina, where he led a broad range of academic disciplines and initiatives. His experience includes academic program leadership and development, strategic planning, faculty support, curriculum, enrollment management, and advancing initiatives focused on student equity and success. At the heart of his leadership philosophy is a belief that colleges are at their best when students feel seen, supported, challenged, and that they truly belong.

A native of Southampton County, Virginia, Dr. Person's journey has taken him from a small community in southeastern Virginia to higher education leadership on both coasts. He earned his undergraduate degree in psychology from Chowan University and his graduate degree in clinical-community psychology from Norfolk State University. He later earned his doctorate in Educational Leadership from Gwynedd Mercy University, where his doctoral research examined the sense of belonging among Black students attending a two-year Hispanic Serving Institution.

Dr. Person is passionate about the transformative power of education and the role community colleges play in changing the trajectories of students, families, and communities. As he begins this new chapter at Frederick Community College, he looks forward to building relationships across the College and the greater Frederick community while continuing to champion strong academic programs, collaborative leadership, and student success.

🔥🚒 Wildfire Awareness Starts with Understanding the Risk!

Former Frederick Community College Emergency Management student Kyle Pinon recently visited campus during a recruiting event and shared an important reminder about seasonal fire safety. In Frederick County, Maryland, the burning of trash and brush is prohibited from June through August to help reduce wildfire risk and protect air quality. While Maryland's summer humidity and frequent storms often help lower the threat of wildfires locally, other parts of the country are experiencing heightened fire activity. Over the weekend, the nation's wildfire preparedness level increased, signaling a greater demand for firefighting resources and coordination across the United States.

Wildfire experts monitor fire activity, weather conditions, fuel levels, and resource availability to assess risks and support response efforts. The National Interagency Fire Center (NIFC) plays a key role in tracking these conditions and coordinating wildfire management nationwide.

🐿️ Did you know? Frederick Community College has squirrel feeders tucked across campus because even our smallest residents deserve a bite!

🌳 Supporting our environment comes in all sizes, sometimes with fluffy tails and big appetites. Thanks to a shared campus effort, different departments take turns keeping our feeders filled and our outdoor spaces lively.

🌰 Most recently, our department installed a new squirrel feeder behind the A building giving our furry friends a refreshed spot to snack and play!

🐾 Small touches like these help keep FCC green, welcoming, and full of life for everyone who calls our campus home. . 🐿️🌿
