Welcome to the Mid-Atlantic Center for Emergency Management & Public Safety (MACEM&PS) at Frederick Community College (FCC)! FCC is a fully accredited college located in Frederick, Maryland just 15 miles south of FEMAโ€™s Emergency Management Institute (EMI)/National Fire Academy (NFA). We are the only college in the country contracted with the FEMA Emergency Management Institute (EMI) to provide co

llege credit for the Independent Study Program (ISP). As an academic department, we also offer degree programs in Emergency Management, Fire Service Administration, Criminal Justice, GIS, and more, at both the Associate Degree and Certificate levels! And if you're here on the more professional side of things, our contract team also routinely works to build trainings, perform research and analysis, provide editing and publication, and otherwise supply quality resources to anyone who might have a public safety-related need. MACEM&PS Welcomes New Advisory Committee Members!

The Mid-Atlantic Center for Emergency Management (MACEM&PS) is proud to announce four new members joining its Professional Services Advisory Committee: John Contestabile (Skyline Technology Solutions), Scott McVicker (Frederick Community College), Clifford Oliver (Nanticoke Global Strategies LLC), and Lauren Weldon (Frederick Community College).

This distinguished group brings valuable expertise to help guide MACEM&PSโ€™s work in public safety grants, contracts, and strategic outreach.

We also thank our returning members for their continued leadership and commitment: Kate Bryan (Maryland Center for School Safety), Michelle Gooding (FCC), Mark Hubbard (Loyola University Maryland), Scott Moyer, Russell Strickland (Maryland Department of Emergency Management), and Carolyn Tunney (Frederick Community College).

Honoring the fallen and recognizing those who continue to serve, highlights the lasting sacrifice, service, and dedication of National law enforcement community and their families.๐Ÿ™

is a time to reflect on the meaning of service, sacrifice, and the people behind the badge.

At the Maryland Department of State Police, we remember the 43 state troopers who made the ultimate sacrifice serving in Maryland, two troopers killed while on active military duty in World War II and one fallen deputy state fire marshal.

Their sacrifice remains a part of who we are as an Agency, and we carry their legacy forward in the way we show up to serve our communities every day.

This week, we also recognize the men and women who continue to answer the call to serve. To our personnel, our law enforcement partners, and the families who stand beside them, thank you for everything that you do. ๐Ÿ’™

Law Day Experience at the Frederick County Courthouse ๐Ÿ›๏ธ

The Legal Student Association and Dr. Tracy Parker of the Legal Studies program at Frederick Community College recently participated in a Law Day visit at the Frederick County Courthouse.

Students observed live court proceedings and participated in a Q & A session with District Court judges. Students also had the opportunity to hear from an outstanding group of legal professionals and community leaders, including Associate Judge Julia Minner, Administrative Judge Eric Schaffer, Capt. Jason Null of the Frederick County Sheriffโ€™s Office, Sandra K. Dalton and Gloria Lewis from the Circuit Court Clerkโ€™s Office, Mimi Teahan, Esq., Register of Wills Mary Rolle, Alex Wright from the Assignment Office, Matthew Stump from the District Court Clerkโ€™s Office, and Lead Bailiff Tom Boschert.

A special highlight included personal tours and conversations with courthouse professionals โ€” including several graduates of the FCC Paralegal Program now serving the community through careers in the courthouse system. This experience offered students valuable, real-world insight into the legal profession while reinforcing the strength of FCCโ€™s Legal Studies program and its connections to the local legal community.

A proud moment as two Frederick Community College alumni officially graduate from the Washington County Police Academy โ€” Class 11, held at Hagerstown Community College. Both will be serving with the Frederick County Sheriff's Office, MD.

โญ Deputy Morgan Marchesani, 21 (top right), Walkersville, MD native, previously served as a cadet with the Montgomery County Department of Police. She earned her Associate Degree in General Studies from FCC in 2025.

โญ Deputy Mason Rarer, 21 (bottom right), Middletown, MD native, spent three years as Captain of the Frederick County Sheriff's Office Cadet Program. He graduated from FCC in 2024 with a degree in Criminal Justice.

MACEM&PS at FCC congratulates them on this hard-earned achievement and wishes them a safe and successful career ahead! ๐Ÿซก๐Ÿ‘
