Pennsylvania's State System of Higher Education

Pennsylvania's State System of Higher Education ​​​​​​​​Pennsylvania's State System of Higher Education (PASSHE) was established on July 1, 1983.

The State System universities are Cheyney, Commonwealth (Bloomsburg, Lock Haven, and Mansfield), East Stroudsburg, Indiana, Kutztown, Millersville, PennWest (California, Clarion, and Edinboro), Shippensburg, Slippery Rock, and West Chester. However, the universities that comprise the State System have a much longer history. The mission of the System is as relevant today as it was at its founding:

to provide high-quality education at the lowest possible cost to students; to increase educational attainment in the Commonwealth of Pennsylvania; to prepare students at the undergraduate and graduate levels for professional and personal success in their lives; and to contribute to the economic, social, and cultural development of Pennsylvania's communities, the commonwealth, and the nation. The universities combine to enroll the largest number of Pennsylvania residents among all four-year colleges and universities in the commonwealth. With 85,000 degree-seeking students and thousands more enrolled in certificate and other career-development programs, the State System is vital to Pennsylvania's economy. State System universities collectively offer more than 2,300 degree and certificate programs in more than 530 academic areas. The universities have nearly 800,000 living alumni, most of whom reside in Pennsylvania. The State System is currently redesigning​ itself to ensure the long-term sustainability of all universities so that each may continue to serve students, its region, and the commonwealth for decades to come.​

PASSHE universities continue to address the teacher shortage by building sustainable talent pipelines in partnership with local school districts. Programs like West Chester University of PA's PRIZE program exemplify this collaborative effort to support and prepare future educators for classrooms across the commonwealth.

PRIZE — Partnering in Raising Inclusive Zealous Educators — is a dual-enrollment program launched in January 2023 for high school seniors interested in becoming teachers. High school students in partner districts can earn up to seven college credits in education classes for free at West Chester.

The stage comes alive at Indiana University of Pennsylvania! More than 50 students in grades 3–12 took center stage at the 2026 Footlight Players Youth Theatre Camp. This month-long program by the IUP Department of Music, Theatre, and Dance gave every participant a role that allowed them to explore their creativity. The camp concluded with incredible public performances of Schoolhouse Rock Live Jr., Romeo and Juliet, and Something Rotten Jr.

Today, the Board of Governors unanimously approved a resolution supporting the systemwide "PASSHE Pledge," a last-dollar scholarship initiative. Starting in Fall 2027, the pledge eliminates out-of-pocket tuition costs for in-state undergraduates who receive both a federal Pell Grant and a PA State Grant at all 10 system universities. This initiative removes financial barriers, bridges the affordability gap, and strengthens Pennsylvania’s workforce. #
