Most agencies do not lack training.
They lack a reliable system for developing leaders.

Without a clear pathway, leadership becomes guesswork.

That is when organizations feel it everywhere.

Inconsistent supervision.
Promotion gaps.
Culture drift.
Leaders stepping into bigger roles without the tools to succeed.

The strongest agencies do not wait for leadership problems to appear. They build leaders before they need them.

The ICLD I-IV Leadership Development Series creates a structured progression from officer to credible leader:

ICLD I
Build the foundation before promotion

ICLD II
Develop decision-making and team leadership

ICLD III
Shape culture and drive accountability

ICLD IV
Lead with confidence, clarity, and capability

This is not four separate courses.
It is a professional leadership ascent.

A system designed to:

• Build a common leadership language
• Create consistency across supervisors
• Prepare leaders before they are tested
• Strengthen performance across the organization

Because the strength of your agency will always reflect the strength of your leaders.

And that does not happen by chance.
It happens by design.

On May 20, 2026, leaders from across Cheshire County, New Hampshire came together for a powerful day of growth, reflection, and leadership development during the 50 Laws of RUSTIC Leadership workshop led by Justin King and David Zibolski.

Built around the idea that weathered strength creates resilient leaders, the workshop challenged attendees to recognize that leadership is not formed in comfort. It is forged through adversity, hard decisions, setbacks, sacrifice, and the lessons earned along the way.

Past experiences are not something to hide from. They become the roadmap that helps leaders navigate the daily demands, pressure, and responsibility that come with serving others.

A special recognition to Sheriff Eli Rivera for his vision, commitment, and dedication to developing first responder leaders within his agency and across the state of New Hampshire. His investment in people, growth, and leadership development reflects what it truly means to lead with purpose. Sheriff Rivera is a true MAGNUS leader.

Leadership that bends without breaking.
Leadership built through experience.
Leadership strengthened by the road already traveled.

Some leadership programs give you information.

Others prepare you for what comes next.

Hearing graduates say they felt more prepared for their college education, leadership responsibilities, and future because of the Command & Staff Leadership Program is exactly why this mission matters.

Congratulations to Lieutenant Devin Lavergne of the St. Charles Parish Sheriff’s Office on this incredible milestone and for continuing to invest in growth, education, and leadership.

The National Command & Staff College is proud to support leaders who are building capacity not only for today, but for the future they are stepping into.

Most agencies promote their best officer…
and hope they become a great supervisor.

That’s where leadership problems begin.

Being a top performer does not prepare someone to lead.

And yet, every day, officers step into first-line leadership roles without a system to support the transition.

The result?

Inconsistent supervision
Communication breakdowns
Early leadership mistakes that impact culture and performance

The ICLD Program (Courses 1–4) was built to solve that gap.

This is not just training.
It’s a structured pathway designed specifically for the transition from officer to sergeant.

Focused on:

• Leading people, not just tasks
• Building credibility as a new supervisor
• Making sound decisions under pressure
• Creating consistency across teams

Because first-line leadership is where everything is set in motion.

Get this level right…
and everything above it gets stronger.

The best measure of training isn’t what happens in the room.
It’s what people say after they leave.
Recent evaluations from the RUSTIC Leadership class led by Justin King said it best:

• “Instruction was excellent.”
• “Group exercises were great.”
• “Outstanding class, gave me tools for self help.”
• “I loved everything about the class.”
• “He was well informed and answered all my questions.”
• “Found myself thinking about parenting as much as the job.”
• “Love the instructor.”
• “Great class.”

What stands out most?

This wasn’t just leadership theory.
It created reflection, practical tools, stronger communication, and lessons that apply both on the job and at home.

That’s what real leadership development should do.

The RUSTIC Leadership program helps leaders grow through experience, self-awareness, adaptability, and the kind of insight that holds up under pressure.

Led by Justin King, this recent class delivered more than content.
It delivered impact.

Great leaders never stop developing.

“The Command and Staff College has significantly contributed to my development as a strong leader. The skills I gained have not only advanced my career, but also provided me with the foundation to help others achieve their goals.

I highly recommend the Command College to anyone in a supervisory role. We all have room to grow. If we do not continue to learn, we will struggle to adapt to our ever-changing world.”

Lt. Nicki Garnier
Jefferson Parish Sheriff’s Office

Today we recognize the mothers who lead both at home and in service to others.

The women serving in public safety, leadership, healthcare, education, and communities across the country carry responsibilities most people never fully see. Yet every day, they continue to lead with courage, resilience, and compassion.

To the mothers shaping future generations while serving something greater than themselves, thank you.

From the National Command & Staff College, Happy Mother’s Day.
