Eight years of flooding. 13 documented flooding events since ALDOT’s 2019 post-construction stormwater runoff mitigation failed. Now, ALDOT is redesigning the drainage system along US 84.

The Bullard Center for Environmental and Climate Justice’s Rapid Response Team recently visited Elba’s historic Shiloh community with engineers, environmental experts, university researchers and legal experts from across the country to assess the drainage improvement project currently underway.

Civil Engineer Earthea Nance said the visit made the engineering failure clear: “There was a mistake made in engineering this highway many years ago and now the community is feeling it today.”

UCLA researchers have also documented how the US 84 expansion contributed to flooding and created long-term economic impacts for the community.

After years of advocacy and a civil rights complaint filed by Shiloh homeowners, ALDOT is now rebuilding and redesigning its drainage system under a Voluntary Resolution Agreement with the Federal Highway Administration.

For Shiloh residents, the question remains: Will this project finally solve the flooding, or will the community face another failed attempt?
