CMIT is excited to announce Joe Kolb, MA, D-ABMDI as part of our speaker lineup for the 2026 Drug Impact Conference. He will be presenting "Consequences of Fentanyl and Nitazenes in the Carceral Setting." Synthetic opioids like fentanyl and nitazenes have significantly impacted public health and created growing inmate and security threats in correctional facilities, where limited data shows dozens of overdose deaths and many more non-fatal incidents. This course examines how these drugs enter facilities, their effects on tolerance and overdose risk after release, and trains officers to recognize use, respond safely with tools like Narcan and MOUD, and prepare for rapid medical intervention.



Joseph J. Kolb, MA, D-ABMDI, serves on the advisory board for the Metropolitan Detention Center in Albuquerque and is a former detention officer and Deputy Medical Investigator for the State of New Mexico, where he investigated fentanyl poisonings and researched Narcan’s limitations in reversing synthetic opioid overdoses. A recognized gang expert and former acting president of the New Mexico Gang Investigators Association, he has delivered training nationwide and internationally, contributed to research on MS-13 migration, authored Blood Ties, and developed university courses on border security, prison gangs, and transnational criminal organizations.

The 2027 Gang Investigation and Supervision Conference, hosted by the Correctional Management Institute of Texas, is looking for speakers. This year's conference will be held at the Embassy Suites by Hilton, January 18-21, 2027, in San Marcos, TX.

The conference will require a mixture of Breakout & General Sessions. Breakout Sessions are planned to last for 1.5 hours. General Sessions will vary.

Presentations should relate to the conference subject and be applicable to the work of the anticipated participants, which include: Community Corrections, Jailers, Corrections Officers, Probation Officers, Leadership, Judicial, Law Enforcement, Support Staff, and School Administration.

CMIT is excited to announce Ryan Armstrong as part of our speaker lineup for the 2026 Drug Impact Conference. He will be presenting "Digital Underworld: How Social Media Fuels the Drug Trade." In this engaging and eye-opening session, participants will explore how traffickers, dealers, and users exploit mainstream and encrypted platforms to promote illicit substances, target vulnerable users, and evade detection.

Ryan Armstrong is a retired law enforcement sergeant with more than 26 years of service at the Pinellas County Sheriff’s Office, including 11 years as a supervisor specializing in narcotics, HIDTA operations, interdiction, and complex criminal investigations. Throughout his career, he led narcotics and interdiction units, served on a HIDTA task force, and coordinated multi-agency operations targeting drug trafficking and organized crime.
