At the University of Wyoming, the West is your classroom. Last week, students from the College of Law and the Haub School of Environment and Natural Resources took an epic 280 mile rafting trip down the Colorado River from Marble Canyon to Pearce Ferry. In the process, they explored the law that governs apportionment of Colorado River water. The topic is timely as water users from Wyoming to California struggle to address drought conditions.

The class also had plenty of time to experience the Grand Canyon and have a little fun. Our camera rolls were long so stay tuned for more trip highlights throughout the summer.

The Class of 2026 selected Professor James Delaney as the Outstanding Faculty Member. Professor James M. Delaney is the Centennial Distinguished Professor of Law. Despite teaching in the areas of tax, estate, and business law, he has been a beloved classroom instructor at the University of Wyoming for more than two decades. His scholarly work includes research in both domestic and international tax law. His expertise has earned him recognition as an American Fellow of both the American College of Tax Counsel and the American College of Trust & Estate Counsel. From 2013 to 2016, Professor Delaney served as the Associate Dean of the College of Law.

Prior to entering the legal academy, Professor Delaney worked in the tax group at Perkins Coie, LLP and
served as an Attorney Advisor to Judge Robert P. Ruwe on the United States Tax Court. Professor Delaney holds a juris doctor degree from Gonzaga University School of Law and an LL.M. in taxation from the University of Florida – Fredric G. Levin College of Law.

Ordinarily Professor Delaney would speak at commencement. However, a family emergency prevents him from attending this year. He wants the Class of 2026 to know that he wishes he could be with them as they graduate.

“I would like to thank the graduating class of 2026 for this award. It is one of the most meaningful recognitions I have received in my 22 years teaching here. I truly enjoyed all of our classroom discussions over the last couple of years. Your desire to learn is impressive. Your desire to ask great questions always kept me on my toes. Again, thank you.”

He also wishes the Class of 2026 well in their next chapter.

“[T]here were many instances in which I talked to a number of you in the halls about class questions, advice about jobs, or further advanced degrees in law. We talked about sports, news, fishing, hunting, legal policy, and countless other topics. I got to know many of you, and I am going to miss you. Congratulations, Class of 2026. We are proud of you. We are grateful for you, and we cannot wait to see all of you succeed and become great lawyers.”

Every year the third-year class chooses one outstanding student to speak at commencement. This year’s John Burman Student Bar Association Award recipient is Carson Lougee.

Carson was born in Laramie and raised in Casper. After high school, he served a two-year mission for the Church of Jesus Christ of Latter-day Saints in the Philippines. He latter attended the University of Wyoming where he earned a degree in criminal justice with a minor in Spanish. While at the University of Wyoming, he met his wife Julia. They welcomed their son, Jack, just weeks before Carson was accepted into the University of Wyoming College of Law.

During law school, Carson has been actively involved in competitions, both competing and hosting events that provided fellow students with opportunities to develop their skills. He spent his second year in the Family and Child Legal Advocacy Clinic, where he developed a passion for working with victims of domestic violence.

During his second year, Carson and Julia also welcomed their daughter, Jane, into the family. Carson takes great pride in his wife, children, and the relationship he has built with classmates, whom he describes as “the most impressive group of people he has had the privilege to know.”

After graduation, Carson and his family plan to move to Sweetwater County, Wyoming where he will serve as a deputy county prosecuting attorney, fulfilling his lifelong goal of working as a prosecutor and trial lawyer.

Chief Justice Lynne Boomgaarden of the Wyoming Supreme Court will deliver this year’s commencement address for the University of Wyoming College of Law Saturday, May 16, at 10 a.m. in the Buchanan Center for the Performing Arts.

Seventy-eight students are scheduled to receive their law degrees during the ceremony.

Boomgaarden began her legal journey as a student at UW’s College of Law, earning her juris doctor degree with honors in 1991. Since then, her distinguished career — including private practice, academia, public service and the judiciary — has demonstrated her commitment to excellence in the legal profession.

Following graduation, Boomgaarden clerked for Judge Wade Brorby of the U.S. Court of Appeals for the 10th Circuit before practicing law at Holland & Hart LLP and Crowley Fleck LLP. She also served as an assistant professor at UW’s College of Law.

From 2003-2010, Boomgaarden was the director of the Wyoming Office of State Lands and Investments, overseeing about 4 million acres of state trust land and chairing the Wyoming Oil and Gas Conservation Commission.

She was appointed to the Wyoming Supreme Court in 2018 and became chief justice in 2025.

Boomgaarden passionately supports the rule of law, access to justice, the UW College of Law and all things related to rodeo and the outdoors.
