Labor Day weekend, so most of you reading this have a job. That's why I'm posting
this.

The top reason a veteran here decides VUB isn't for him is the phrase low income.
Sees it, thinks about his paycheck, closes the tab.

What's actually in the federal rule:

Low income isn't the only door. Most seats go to veterans who are both low income
and first generation. The rest go to veterans who are one or the other. First
generation alone can be enough.

First generation means your parents. Not you, not your brother, not your kids. If
neither parent finished a bachelor's, that's you, regardless of income.

And the income figure is a published federal number that scales with family size.
Higher than people guess. You're not expected to know it.

Service side is wider too. 180+ days active duty with anything but a dishonorable.
Or discharged for a service-connected disability. Or Guard or Reserve called up
more than 30 days. Or reserve component on active duty supporting a contingency
operation after 9/11/2001.

September is Su***de Prevention Month.

Veterans Crisis Line: dial 988 and press 1, text 838255, or chat at
VeteransCrisisLine.net/Chat. Free and confidential, available 24 hours a day.
Enrollment in VA health care is not required, and many responders are veterans.

For those of us working in veteran-serving roles, one point is worth centering
this month. The dominant barrier is not awareness of the number. It is the belief,
widely held among veterans, that their situation does not rise to the level that
warrants calling. Military culture rewards self-reliance and teaches people to
measure their difficulty against someone else's. That calculus keeps people from
reaching out until things are much further along than they needed to be.

This year's 988 messaging addresses that directly: a person does not have to be in
crisis to reach out. That framing is worth repeating in our own communications,
because it removes the threshold people set for themselves.

VA is running Buddy Check Week from September 21 to 25 as part of the Don't Wait,
Reach Out campaign, encouraging veterans to contact those they served with. If your
organization touches veterans, that is a concrete, low-cost thing to promote and
participate in.

Veterans Upward Bound works with veterans during transition periods, which carry
their own strain. Making sure this number is visible where our participants
actually are is the least we can do.

Fall semester at Owens began yesterday. This week is when a specific kind of
attrition happens, and it's mostly invisible.

It isn't students dropping out. It's prospective students who watched a start date
pass, concluded the window closed, and quietly deferred. In our experience that
deferral is rarely one semester. A veteran who sits out fall often sits out spring,
and the gap compounds until returning to school stops being a plan and becomes a
thing they used to consider.

Two things are worth saying to those veterans right now. First, Veterans Upward
Bound operates outside the academic calendar entirely. Academic refresher work in
math, reading, and writing, FAFSA assistance, GI Bill navigation, and military
transcript evaluation are available at any point in the year, at no cost, for
veterans headed to any accredited institution. Second, most institutions in this
region offer sections with later start dates within the same term, so the semester
itself is frequently more open than it appears from outside.

If you work with veterans in Northwest Ohio or Southeast Michigan, the next two
weeks are a high-leverage moment to make that point to someone who thinks they
missed their shot.

One of the most underused assets a veteran has is a document that costs nothing
and takes ten minutes to retrieve.

The Joint Services Transcript consolidates military course completions, military
occupations, and college-level test scores such as CLEP and DSST, paired with
American Council on Education credit recommendations. It covers Army, Marine
Corps, Navy, and Coast Guard personnel, including Guard and Reserve components.
Air Force and Space Force records run through the Community College of the Air
Force separately. Retrieval and delivery to an institution are both free at
jst.doded.mil.

The gap isn't access. It's interpretation. ACE recommends credit; the receiving
institution decides what to accept and whether it applies to the degree
requirements or falls to open electives. A veteran can walk in with a stack of
recommended credit and still gain nothing toward time to completion if the
alignment is wrong. That's a conversation worth having before registration, not
after.

Veterans Upward Bound evaluates military transcripts at no cost for veterans
across 13 Ohio and 3 Michigan counties, regardless of which accredited
institution they're headed to.

If you advise transitioning service members, this is a low-effort, high-return
item to put in front of them.

If you reenlisted, the VA may owe you more school than you think.

The old rule was 36 months of GI Bill, full stop. The Supreme Court ruling in
Rudisill took that ceiling off for a lot of people. Two separate qualifying
periods of service, one Montgomery and one Post-9/11, can mean up to 48 months
instead of 36.

Another full year. VA has estimated it reaches as many as a million veterans and
beneficiaries.

Rates moved August 1 too. New housing allowance, higher tuition caps. If you last
checked a couple years ago, your number is stale.

Pull up your statement of benefits on VA.gov. If the months remaining don't match
what you expected, message us. Sorting that out costs nothing.

Fall semester at Owens begins August 24, with on-time registration closing
August 23. Most of the regional messaging this week will be built around that
deadline.

For veterans, deadline pressure is usually the wrong pressure. The veterans who
stall out rarely do it because they registered late. They do it because they
enrolled full time after ten or twelve years away from a classroom, hit a
prerequisite they weren't ready for, and withdrew. The cost isn't just the
course. It's entitlement months that don't come back.

Veterans Upward Bound operates outside the semester calendar. A veteran can
begin academic refresher work in August, October, or January, at no cost, and
enter college when the assessment says they're ready rather than when the
registration window says they have to be.

We're funded to serve veterans headed to any accredited institution, not only
Owens. If you work with veterans in Northwest Ohio or Southeast Michigan, this

244 years ago today, George Washington sat down at his headquarters in Newburgh, New York and did something no European army would have done. He created a medal for enlisted men.

August 7, 1782. He called it the Badge of Military Merit, a heart cut from purple cloth, worn over the left breast. Congress had blocked him from handing out promotions, so he made his own way to recognize the men doing the actual fighting.

Three sergeants received one. Elijah Churchill, William Brown, and Daniel Bissell, all Connecticut men. Then the war ended and the badge was basically forgotten for close to 150 years.

It came back on February 22, 1932, the 200th anniversary of Washington's birth. Douglas MacArthur revived it and renamed it the Purple Heart. At first it could still be awarded for merit. That changed in 1942, when Roosevelt opened it to every branch and narrowed it to one thing. Wounded or killed in action.

Which is what sets it apart from every other decoration. Nobody recommends you for it. No board sits down and decides you deserve it. It comes from what happened to you, and more than 400,000 of them have been handed to a family instead of to the person who earned it.

Roughly 1.8 million awarded since 1932. Plenty of them came home to Northwest Ohio and Southeast Michigan.

To every Purple Heart recipient reading this, and to the families keeping one in a shadow box for somebody who didn't make it back, we're thinking about you today.

Most veterans don't know Ohio schools can waive the 12-month wait. Here's why it matters: you might have until August 1 to lock in Chapter 35 eligibility for dependents, plus a 30-day window to get enrolled and certified with the VA.
