🏄‍♂️The registration deadline is Sunday, March 22 at 11:59 PM. To register, fill out the forms below. Please note that you must fill out a Team Registration form and Judge Registration form for EACH team and judge you wish to bring. The School Registration form should only be completed ONCE. This tournament is only open to debaters who have remaining APDA eligibility and are currently enrolled in undergraduate or graduate courses.

Motion 1:

Background: Armenia and Azerbaijan were both former constituent states of the Soviet Union. Tensions during that time arose between the two countries over the disputed region of Nagorno-Karabakh, an ethnically Armenian-dominated region internationally recognized to be part of Azerbaijan, though they were largely kept under control by the Soviets. After the fall of the Soviet Union, tensions boiled over into the 6-year-long First Nagorno-Karabakh War. The war ended with the occupation of large amounts of Azerbaijani territory by Armenia, and parts of Nagorno-Karabkah itself forming a de facto government in the self-proclaimed Republic of Artsakh.

Tensions remained stagnant for 24 years, until 2020, when the Second Nagorono-Karabakh War broke out. Azerbaijan, with significant strategic planning and international diplomatic peddling, recaptured its lost territory from Armenia and portions of Nagorno-Karabakh. Armenia withdrew from the area and left Artsakh on its own. In September of 2023, Azerbaijan launched a new offensive targeted at Artsakh, which saw them capture all of Nagorno-Karabakh and disband the government there. Over 120,000 Armenians fled the area in droves, with several Human Rights Organizations issuing alerts over concerns for genocide.

In December, Armenia backed Azerbaijani’s bid to host the COP29 U.N. Climate Summit, as an expression of goodwill. PoW exchanges have since followed, and the two countries now seem to desire peace in the region.

Case Statement: TH, as Armenia, would not have backed Azerbaijan’s bid to host the 2024 UN Climate Summit.

Carnegie Mellon University welcomes you to our 2023 Spring in-person tournament.

Format:

The tournament will be opp-flex and composed of five loose-link in-round debates. There will be three in-rounds on Friday night, followed by two in-rounds on Saturday.

Registration & Late Policy:

Reg fee will be $120. Due to the limited number of judges and people on the CMU team, registration is tentatively capped at 24 teams (although it could increase to 30 depending on how many judges we are able to find and how much assistance we can get running the tournament). Fill out the google form with any and all relevant information. $50 late fee for dropping the Tuesday before.

Tab Policy:

Registration is DUE at 11:55 PM on Wednesday, Jan. 25th. Schools that register after the deadline will not be guaranteed team slots and will pay an extra fee.

Judging:

Due to our size we will be strongly enforcing the usual (n – 1)/2 judge requirement with a $60 fee for each missing judge. We strongly encourage you to bring experienced judges; once again, we’re a small team, and we want to maintain a high-quality level of judging for the pool and ensure an equitable tournament experience. We will not hesitate to break up teams; the judge calibration form will be posted at a later date.

CMU will offer very limited crash housing so teams should plan to get hotels in the nearby area.

The Equity Officers are here to respond to any instances of inequity. If you have any equity problems in debate, let us know and we will listen to you.
Please use content warnings in any and all speeches that may require one (this includes speeches that are later in the round). If you are unsure of whether to provide one, provide it.
Please make sure that arguments about groups of people are respectful. Do not make any arguments about groups of people that you would not feel comfortable saying to a member of that group. If you are unsure whether an argument is respectful, do not make the argument.
Please respect the pronouns that people provide and do not pressure anyone to provide their pronouns.
Make sure that you refer to all people in the round equally (i.e. do not just call your friends by name in round)
Judges should pay attention to all speeches, attribute arguments to the correct debaters, provide constructive feedback to all debaters, and avoid being under the influence of any substances.

Creating a short link for your form such as bit.ly/eofsample makes for easier writing on boards/sharing. You may also want to provide your phone number in the form description so people can contact you with questions. If you are leaving the form open for opt-outs during POCs, be sure to refresh the form throughout POCs and before starting PMC to be sure that any new responses are noted.
