PSU College of Urban and Public Affairs Criminology & Criminal Justice, Economics, Politics & Global Affairs, Public Administration, and Urban Studies & Planning. CUPA houses two schools, the Mark O.

Individuals are drawn to the College of Urban and Public Affairs—known affectionately as CUPA—because they want to enact change. Established in 1959, CUPA is among the oldest colleges of its kind in the country. Our academic programs prepare students to be effective leaders, collaborators, and problem-solvers. ng, and six academic units: Criminology & Criminal Justice, Economics, Politics & Global Affairs, Public Administration, and Urban Studies & Planning. Our undergraduate, graduate, and certificate programs provide students with knowledge and skills that inform careers in government, law enforcement, urban management, economics, nonprofit management, urban planning, and international relations, just to name a few. We encourage our students to foster equity in urban life and recognize how they can contribute to a more just future. Our Centers and Institutes conduct research and provide expertise to community partners all over the world—from helping a rural Oregon town estimate its population growth to providing leadership training to Japanese city managers to developing a no-waste policy for a local grocery store chain. CUPA truly embodies the Portland State University motto, “Let Knowledge Serve the City.”

Christopher Campbell, associate professor of criminology and criminal justice at Portland State University co-authored a new study that finds Oregon's law enforcement officers frustrated with Measure 110 and confused about the role they are now expected to play. Campbell interviewed 23 police officers and sheriff’s deputies in three urban and three rural counties in Oregon along with his team.

Marisa Zapata discusses the initial results from the Portland region’s 2023 homeless point-in-time count. Multnomah, Clackamas, and Washington counties all showed that chronic homelessness is down 17% compared to last year.

Homelessness Research & Action

Initial results from the 2023 Portland region homeless point-in-time count are out and data from this year is promising. Multnomah, Clackamas and Washington counties all showed a drop in chronic homelessness. That number is down 17 percent, compared to 2022.
