📣 Just Released! 📣

Our NCCETC policy team is excited to share the Q3 edition of our 50 States of Solar report. Now available on DSIRE Insight! This quarterly report provides insight on state regulatory and legislative actions on distributed solar policy, residential fixed charges, residential demand and solar charges, financial incentives, third-party ownership, and plug-in solar.

The report identifies three trends in solar policy activity taken in Q3 2026:

(1) regulators developing rules to allow for the use of meter socket adapters,
(2) states expanding compensation for distributed energy resources beyond traditional generation-based models, and
(3) states incorporating consolidated billing into community solar programs.

As of September 2026, almost every state took some type of distributed solar policy action with a total of 221 actions tracked across the country, including D.C. and Puerto Rico.

☀️ Last week, NCCETC Executive Director Steve Kalland and Policy & Markets Project Manager Justin Lindemann attended the Solar Energy Industries Association’s 2026 Sustainability Conference!

Steve, a member of the conference’s Advisory Committee, joined the opening session panel, “State & Local Governments Leading the Way,” to discuss how state and local governments are advancing sustainability and sharing strategies that can benefit communities nationwide.

Justin joined the “End of Life, Beginning of Opportunity: The Future of PV Recycling” panel to explore the current state of solar panel recycling in the U.S. and the challenges and opportunities shaping the industry. Panelists discussed recycling infrastructure, standards, and the policies, technologies, and partnerships needed to move the industry forward.

☀️ As part of NC State’s annual Energy Week, 20 students and professionals gained hands-on experience building a utility-scale solar tracker system at NCCETC’s Lake Wheeler Agrivoltaics Training Site!

Participants worked alongside industry experts to learn about solar tracker assembly, tracking technology, and weather data collection, gaining practical insight into the technology behind agrivoltaics.

⚡ That’s a wrap on National Drive Electric Month!

We brought the EVs to Centennial Campus, and the community showed up! With 15+ electric vehicles on display and 20+ test drives, it was a great day of hands-on learning, engaging conversations, and smiles behind the wheel.

A big thank you to the EV owners who shared their vehicles and experiences, and to everyone who stopped by to learn more about the benefits of clean transportation!

Our team is thrilled to share the second 50 States of Energy Affordability report, now available for FREE download on DSIRE Insight! This new, quarterly report series tracks state and utility actions taken to address rising electricity costs in all 50 states.

At all levels of government, decision makers are taking immediate action to improve energy affordability. In many states, actions were driven by a desire to contain costs or avoid misallocating costs due to new large loads, including data centers.

As of September 2026, almost every state took action on affordability, with a total of 334 measures tracked across the country, including D.C. and Puerto Rico.
