Title: When Health Became Wealth: the Progressive Era and the Economic Foundations of Public Health in the United States

Today, many countries require assessment of the economic value of new drugs, medical technologies, or public health interventions relative to their health impacts; however, in the U.S., there is often resistance to directly considering costs per improved heath outcome. Perhaps surprisingly, this resistance is relatively new. The U.S. Progressive Era (1890-1920) was a period of societal reforms, with legislation empowering women, workers, immigrants, and the poor. During this period, reformers argued for the benefits of improving health conditions for underserved populations. Building on broader work on the “value of human life”, public health professionals began to justify programs to fight mosquito-borne illnesses, improve water supplies, increase the safety of food and drugs, and screen for tuberculosis by demonstrating the economic savings of these programs relative to their costs.

Although this approach had wide acceptance, even proponents expressed concerns about a “cold-blooded method of calculating the value of life and health in terms of dollars”. This controversy remains today, with disagreements about “value-based care” and difficulties identifying which health care services are truly “worth it”.

Sandra Yvette Desjardins, Ph.D., MLS, is excited to our team as the new Liaison Librarian for Clinical Library Services. She joins the Clinical, Academic, and Research Engagement (CARE) unit, where she will serve as the primary library liaison for our clinical enterprise, including the UT Multispecialty & Research Hospital, the Mays Cancer Center, and our various clinical operations, residents, and fellows.

Sandra comes to us from Houston, where she spent the last few years as a Research & Instruction Librarian at the Texas Medical Center Library. Her academic background bridges several fields, giving her a unique blend of perspectives that are incredibly valuable when serving a diverse healthcare community. She holds a Master of Library Science (MLS) from Texas Woman’s University and a Ph.D. in Community Psychology from National Louis University.

Alongside her library and healthcare background, Sandra has also worked as a professional editor and bookseller. Her deep connection to the written word and her editing expertise fuels her passion for helping individuals track down, refine, and connect with the exact information and resources they need.

In this role, Sandra’s primary focus will be integrating library expertise directly into our healthcare environments, building collaborative relationships with clinical departments, and ensuring that our providers, researchers, and students have seamless access to high-quality medical information to support patient outcomes.
