Florida State University’s Reubin O’D. Askew School of Public Administration & Policy was represented at the International City/County Management Association (ICMA) Annual Conference, Oct. 17-21, in Long Beach, California.

ICMA is the leading professional association for local government management, with its annual conference bringing together more than 5,000 local government professionals, academics, and students both nationally and internationally.

Two Askew School students – Juan Cuevas, President of the FSU ICMA Student Chapter, and Treasurer Jana Roberts – attended this year’s conference alongside Askew Professor and Master of Public Administration (MPA) Co-Director Raoul Lavin, MPA. Cuevas and Roberts participated in an ICMA Student Chapters session, where they connected with student leaders from universities nationwide to develop ideas that will further expand and strengthen FSU’s chapter.

Stephanie Eller-Vaughn—a Doctoral Candidate with the Reubin O’D. Askew School of Public Administration and Policy—was selected as a participant in the Association for Research on Nonprofit Organizations and Voluntary Action (ARNOVA) Doctoral Fellows Seminar. She will also present the third chapter of her dissertation, “From Capability to Contribution: Financial Literacy, Gender, and Philanthropic Behavior,” at the 2026 ARNOVA Annual Conference in November.

Eller-Vaughn's research interests center on gender differences in financial literacy and philanthropic decision-making, and on how women use philanthropy to exercise their voice and prompt social change. She currently works as a graduate research and teaching assistant for the Center for Civic and Nonprofit Leadership.

“I have long been fascinated by philanthropic giving—what motivates it, what encourages or discourages people to participate, and what they hope to achieve through their giving,” Eller-Vaughn said. “I became interested in studying gender differences in charitable giving while conducting an ethnographic research study at a major university foundation, where I was told by a high-level executive that it was impossible to raise large gifts from women.”

Two professors from Florida State University’s Reubin O’D. Askew School of Public Administration & Policy have been elected as fellows of the National Academy of Public Administration (NAPA). Election as a NAPA Fellow is one of the highest honors in the field of public administration.

Arnold L. & Priscilla Moss Greenfield Endowed Professor Keon-Hyung Lee and Professor & Reubin O’D. Askew Eminent Scholar Chair Hongtao Yi join more than 1,000 fellows in the academy. Established in 1967 and chartered by Congress, NAPA provides nonpartisan expert advice to federal, state, and local governments, as well as international government entities.

“The election of these two esteemed professors as Fellows of the National Academy of Public Administration is an extraordinary and well-deserved honor,” said College of Social Sciences and Public Policy Dean Tim Chapin. “Their dedication to excellence, meaningful scholarship, and public service reflects the very best of our college.
