The AUWCL Humphrey Fellowship is proud to celebrate the achievement of Mohd Zulhafiz bin Wan Zahari, Humphrey Fellow at American University Washington College of Law, Senior Research Fellow at Harvard Law School’s Program in Islamic Law, and Associate Professor at the International Islamic University Malaysia (IIUM), for receiving the Best Policy Innovation Award at the International Islamic Economics and Finance Conference for Sustainable Development (IFESDC 2025) held at the World Bank Headquarters in Washington, D.C.

His paper, “Integrating Green Sukuk into the World Bank’s Environmental and Social Framework: Opportunities and Challenges,” explores the role of Islamic financial instruments—especially Green Sukuk—in supporting the World Bank’s Environmental and Social Framework (ESF). The work highlights how Shariah-compliant finance can complement global climate action and sustainability goals.

This award reflects Wan Zulhafiz’s meaningful contributions at the intersection of law, finance, and policy — bringing a unique perspective grounded in Islamic principles to global environmental governance.

AUWCL Humphrey Alumna (Romania) Among Recipients of U.S. Secretary of State’s 2025 International Women of Courage Award

Elena Georgiana Pascu, a Hubert H. Humphrey alumna and Program Manager at the Center for Legal Resources, is among the recipients of the 2025 U.S. Secretary of State’s International Women of Courage Award (IWOC). The award recognizes women from around the world who have demonstrated exceptional courage, strength, and leadership – often at great personal risk and sacrifice.

Ms. Pascu has dedicated her career to promoting access to accountability and recognition of human rights for institutionalized children and adults with psychosocial and intellectual disabilities. Through monitoring visits, research, training, and legal and media advocacy, she works alongside legal and psychosocial professionals to support the de-institutionalization and rights of persons with disabilities. Over the last 25 years, Georgiana Pascu secured rights and safe treatment for thousands of children and adults with disabilities in Romania. She was instrumental in the adoption of the first law for monitoring visits to care institutions in the region. Ms. Pascu was also a member of the team that documented an emblematic Romanian disability rights case at the European Court of Human Rights concerning the mistreatment and ultimate death of Valentin Campeanu, an orphan with severe mental disabilities, while in a state care facility.

Georgiana was a Fellow at The Hubert H. Humphrey Fellowship Program at American University Washington College of Law as part of the 2017-2018 cohort at American University Washington College of Law in Washington, D.C., where she pursued a project in the field of Law & Human Rights.

The annual IWOC ceremony took place on April 1st and was hosted by U.S. Secretary of State Marco Rubio and First Lady Melania Trump at the U.S. Department of State. Watch award video here:

STRENGTHENING INTERNATIONAL COOPERATION IN LABOUR RIGHTS

We are delighted to share that Professor Gustavo Ribeiro from American University Washington College of Law and our Humphrey Fellow, Judge Helena Refosco, recently presented to the U.S. Department of Labor’s Bureau of International Labor Affairs as part of the U.S.-Brazil Labor Leader Exchange Program.

Their presentation focused on promoting labor rights and comparing judicial systems, fostering a meaningful exchange of ideas and reinforcing international cooperation in labor relations.

This collaboration emphasizes Professor Ribeiro and Judge Refosco's dedication to advancing knowledge in comparative law and labor rights on a global scale.

HUMPHREY PROGRAM CROSS-CAMPUS COLLABORATION

On January 27–28, 2025, The Hubert H. Humphrey Fellowship Program at Virginia Commonwealth University The Hubert H Humphrey Fellowship Program at the University of California, Davis and The Hubert H. Humphrey Program at American University Washington College of Law, came together for an educative Cross-Campus Collaboration.
The program featured insightful sessions led by Karen Beardsley (UC Davis), Lisa Lytton and Scott Elder from the National Geographic Society Storytellers Collective. Fellows were trained in ArcGIS Online and explored how Story Maps can transform complex data into engaging visual narratives. The workshops emphasized storytelling and geospatial visualization, equipping participants with skills to craft impactful narratives that address global challenges.
In attendance were José Marrero from the US Department of State's Bureau of Educational and Cultural Affairs (ECA), Peter Moran, Director of the Hubert Humphrey Program at the Institute of International Education (IIE), and Erin Amato, also from IIE. This reinforced the importance of interdisciplinary collaboration and the program’s mission to empower global leaders.
Fellows gained valuable knowledge on leveraging these tools across various applications, including grant proposals, research papers, articles, and other visualization solutions. The workshop proved to be an enriching experience, deepening their understanding and expanding their storytelling capabilities.

The Humphrey Fellowship Program Honors and Remembers Mr. Thulani Maseko

The Humphrey Fellowship Program honors and remembers Mr. Thulani Maseko, 2010 Humphrey Fellow and the posthumous recipient of the Department of State Secretary of State's Human Rights Defender Award. This year’s award recognized eight courageous individuals promoting and defending human rights and fundamental freedom around the world, including Mr. Thulani Maseko from Eswatini.

Mr. Thulani Maseko was a lawyer and an advocate for civil rights and a peaceful democratic transition in Eswatini during his life. As an attorney, he defended the president of the People's United Democratic Movement in 2008 and successfully sued the government to enforce provisions of the 2005 constitution guaranteeing a right to free education. In 2014, Mr. Maseko was convicted of sedition for an article criticizing the government's lack of adherence to the rule of law. In the wake of Eswatini's 2021 civil unrest, he founded the Multi-Stakeholders Forum to coordinate peaceful engagements between civil society and the government of Eswatini, calling for an inclusive national dialogue on the reform of Eswatini's political system. He was murdered by an unknown assailant in 2023.

Mr. Thulani Maseko dedicated his life to justice and human rights. His legacy will continue to inspire those after him. Mr. Maseko was a 2010-2011 Humphrey Fellow in Law and Human Rights at American University.
