The famous 7-letter rule was created for native speakers: native-speaking children can easily write “карандаши” or “лыжи” with an Ы at the end based on the sound they hear.
Meanwhile, it would never occur to a non-native learner of Russian to write “собаки” with an Ы at the end, because no native speaker has ever pronounced it that way in front of them.
So, while this might be a rule of questionable practical value, it’s still fun to look at all these Plural endings:

—хи
—ги
—чи
—жи
—ши
—щи
and memorize the 7 words which represent this rule.
