Penn College Emergency Management Program The Emergency Management and Homeland Security major prepares students for careers in these fields.

The Emergency Management and Homeland Security major prepares students for careers in emergency management and public safety. The curriculum provides students with a comprehensive understanding of the four phases of emergency management, levels of governmental responsibility, policies and procedures influencing coordinated/integrated efforts, and the appropriate roles and requisite skills of an ef

fective emergency manager. A graduate of this major should be able to:

- assess, organize, and develop plans to facilitate the relationship between federal, state, and regional emergency management agencies and the communities they serve.
- collaborate within and between governmental entities, community service agencies, and health care provider organizations to ensure that effective disaster preparedness mitigation, capacity to respond to disasters, and disaster recovery planning are current and adequate to meet local and regional needs.
- utilize best practices to facilitate and support leadership in response to natural and manmade emergencies.
- communicate effectively and appropriately with professional emergency responders, law enforcement personnel, public officials, and affected citizens during all phases of a disaster.
- demonstrate a commitment to continuous personal growth and professional development.
- promote and support the profession through service activities and affiliation with relevant professional associations. “SUNBURY - Rebecca Baker, of Watsontown, is the new Northumberland County emergency management agency (EMA) director. Baker is a graduate of the Emergency Management and Homeland Security program at the Pennsylvania College of Technology.

“This is my first role as an EMA (director),” Baker said following the meeting. “So, I am very excited and look forward to helping out the county.”

First step for awareness is to educate people as to what emergency management is as a field. We are NOT first responders. Many of us WERE first responders - myself included - who became emergency managers. We are not fire. We are not police. We are not EMS. Emergency managers are not Fire or Police Chiefs or anyone else functioning in “another duty as assigned.” Pick one; you can’t be both. I’m talking to you Pennsylvania.

At the Pennsylvania College of Technology, we educate students who want to become emergency managers, which is its own separate and distinct job function.
