Call for Proposals: Canada Fund for Local Initiatives (CFLI) 2018 – 2019 – ASEAN
Program description
The Mission of Canada to ASEAN is pleased to announce its Call for Proposals under the Canada Fund for Local Initiatives (CFLI) program 2018 - 2019. CFLI offers funding assistance from the Government of Canada that supports projects that are modest in scope, scale and cost, and contribute to Canada’s development objectives of building more sustainable, inclusive and peaceful societies. CFLI for ASEAN is targeted to eligible organisations that work to increase awareness and build networks to address challenges across ASEAN in the key areas listed below. The organisation may be based in any one of the ten ASEAN countries.
Qualifying projects
Proposals submitted for funding must apply to one or more of Canada’s priorities for 2018 – 2019 on ASEAN-related themes. Projects eligible for funding from the CFLI should be initiatives that operate at a regional level.
Thematically, the priorities for 2018 – 2019 are:
1. Gender equality and the empowerment of women and girls;
2. Inclusive governance, including diversity, democracy, human rights and the rule of law;
3. Growth that works for everyone, including women’s economic rights, decent jobs and entrepreneurship, investing in the poorest and most vulnerable, and safeguarding economic gains;
4. Environment and climate change focusing on adaptation and mitigation, as well as on water management.
Criteria that will be used to assess proposals include:
• Alignment with the Government of Canada’s priorities;
• Alignment with ASEAN’s strategic objectives;
• Engagement with ASEAN bodies
• Regional scope;
• Reach/impact of the project;
• Potential for sustainability of results;
• Cost effectiveness;
• Demonstrated capacity/role/expertise of proponent in programming area.
A strong communications plan that will raise awareness of the issues addressed and increase Canada’s visibility is also an important factor that should to be addressed in the proposal.
Available funding
Contributions may range up to $45,000 per project. All contributions will be made in Canadian dollars. Please consult the currency converter for local currency equivalents.
Term of projects
All project activities must be completed between the date of signature of the Contribution Agreement and February 28, 2019. Extensions to this date will not be considered.
Who is eligible to apply?
The following organisations are eligible to apply for this funding, as long as the proposed projects are in line with the priorities above and covers the ASEAN region.
• ASEAN sectoral bodies;
• Non-governmental and non-profit organisations;
• Academic institutions;
• International, intergovernmental, multilateral and regional institutions, organizations and agencies;
• Municipal, regional or national government institutions or agencies of ASEAN countries;
• Canadian non-governmental and not-for-profit organizations that are working on local development activities through a local office.
Eligible Activities
Eligible activities must be directly related to the project delivery.
The following are examples of eligible types of activities:
• conducting advocacy
• providing training or education
• providing technical expertise
• conducting research and/or reporting
Eligible expenses
CFLI funds can be disbursed to cover costs that are integral to a project covered by a contribution agreement. The CFLI cannot be used to pay for operating costs or ongoing expenses of an organization (i.e. salaries, utilities, rent, etc.).
The following list of costs indicates examples of costs that are eligible under the Program:
• conference and event expenditures,
• training and capacity building expenditures,
• outreach, communication and information dissemination costs, including publishing costs, website development, radio and television broadcast fees
• facilities and equipment rental charges,
• research-related costs,
• professional fees relating to the project (not salaries),
• translation and interpretation fees,
• travel expenses, using lowest fares possible but not exceeding full fare economy class

Ineligible costs
• nuclear technologies and facilities,
• assistance to military or paramilitary organizations,
• gifts,
• luxury goods,
• direct financial support to a government,
• core funding or recurrent costs of an organization,
• revolving funds, (that is, funds used to advance loans to individuals, i.e. microfinance),
• expenses incurred prior to the signing of the contribution agreement
How to apply
• Deadline for submission is 18 May 2018. Applications submitted later than stated date and time will not be considered.

• Only those proposals using the indicated application form will be considered.
• Proposals must be completed in English or French.
• As required in project narrative of the application form, each proposal must explicitly answer all stated questions and provide a summary of all project activities. The proposed project budget must reflect the costs associated with each proposed project activity.
