Ho Chi Hinh City Open University (HCMCOU) was founded on July 26th, 1993, according to the Decision 389/Ttg signed by the Prime Minister on the foundation of Ho Chi Minh City Institute of Open Education established on June 15th, 1990 according to the Decision 451/Ttg signed by the Minister of Education and Training. HCMCOU is the first institution to offer an open training with the aim of implemen

ting the directions of the Communist Party and Government in socializing education and multiplying training types. HCMCOU is a higher education institution offering a variety of programs ranging from on-site to distance learning and learning at satellite academic centers, it aims to meet various learning needs of society and to contribute enriching the country’s human resources. There are currently more than 60,000 students enrolling in daytime, nighttime, and distance-learning courses at HCMCOU. The university has, thus far, granted approximately 40,000 bachelor degrees and more than 1,500 master degrees.

🇻🇳🇮🇳 HO CHI MINH CITY OPEN UNIVERSITY HOSTS VIETNAM–INDIA CULTURAL EXCHANGE PROGRAM 🎉

In celebration of the 80th Independence Day of India (August 15, 1947 – August 15, 2026), on the evening of August 12, Ho Chi Minh City Open University successfully co-organized a vibrant cultural exchange program at Hall 602, 97 Vo Van Tan Campus.

The event was honored to welcome Mr. Sourabh Kemparaju – Consul of India in Ho Chi Minh City, and Dr. Do Sa Ky – Vice President of Ho Chi Minh City Open University, along with nearly 300 Vietnamese and international students.

Throughout the program, students had the opportunity to immerse themselves in a colorful cultural and artistic experience through a variety of exciting activities:

🌿 Discovering the beauty and intricacy of traditional Henna art.

🎶 Experiencing the vibrant energy of Bollywood dance performances and engaging interactive minigames.

HO CHI MINH CITY OPEN UNIVERSITY SIGNS COOPERATION AGREEMENTS WITH THREE AUSTRALIAN UNIVERSITIES

🌿On August 10, 2026, in Sydney, Australia, Prof. Dr. Nguyen Minh Ha, Secretary of the Party Committee and President of Ho Chi Minh City Open University (OU), together with members of the University’s delegation, had the honor of participating in activities held as part of the State Visit to Australia by General Secretary and President To Lam.

🌟As part of the Vietnam–Australia TechConnect Forum, Ho Chi Minh City Open University exchanged cooperation agreements with three Australian universities, namely Monash University, the University of Southern Queensland, and Flinders University, opening up new opportunities for academic collaboration and the internationalization of education. The Forum, held at the University of Technology Sydney (UTS), focused on promoting cooperation in science and technology, innovation, investment, education, and training.

📌 Key areas of cooperation include:

✒️ With Monash University:
The two universities will promote credit transfer and joint training programs in fields and at levels aligned with practical needs. As an initial step, the two sides will implement a 1+1 joint Master’s program in English Language Teaching Methodology.

✒️ With the University of Southern Queensland:
The two universities will expand their existing areas of cooperation, including the implementation of a 2+2 joint training program in Information Technology.

✒️ With Flinders University:
The two universities will strengthen cooperation in joint training, with a focus on expanding the implementation of a 2+2 program in Information Technology.

📈Speaking at the TechConnect Forum, General Secretary and President To Lam shared his vision for a stronger and deeper Vietnam–Australia partnership, emphasizing a shift from cooperation to co-creation and from technology transfer to joint research and co-development. He also highlighted the importance of strengthening connections among universities, research institutions, businesses, and other stakeholders within the innovation ecosystems of the two countries.

📊 The signing of cooperation agreements with the three Australian universities further affirms Ho Chi Minh City Open University’s commitment to expanding international partnerships, diversifying joint training programs, and enhancing learning opportunities in international educational environments. Through these initiatives, the University continues to create greater opportunities for students to access advanced academic programs, gain valuable academic experiences, and strengthen their capacity to integrate into the global education landscape.
