Ho Chi Hinh City Open University (HCMCOU) was founded on July 26th, 1993, according to the Decision 389/Ttg signed by the Prime Minister on the foundation of Ho Chi Minh City Institute of Open Education established on June 15th, 1990 according to the Decision 451/Ttg signed by the Minister of Education and Training. HCMCOU is the first institution to offer an open training with the aim of implementing the directions of the Communist Party and Government in socializing education and multiplying training types. HCMCOU is a higher education institution offering a variety of programs ranging from on-site to distance learning and learning at satellite academic centers, it aims to meet various learning needs of society and to contribute enriching the country’s human resources. There are currently more than 60,000 students enrolling in daytime, nighttime, and distance-learning courses at HCMCOU. The university has, thus far, granted approximately 40,000 bachelor degrees and more than 1,500 master degrees.

Alongside Vietnamese freshmen, international students of the 2026 intake have joined the “Student Orientation Week” for the 2026–2027 academic year, taking part in all activities and sessions of the program.
From learning about the University, academic regulations, and student affairs to exploring information systems, learning resources, and academic opportunities, our international freshmen are gradually becoming familiar with their new learning environment and integrating into the OU student community.

Ho Chi Minh City Open University International News – August 2026

🗓️ Hosted by Senchonghack Chaisavanh (from Laos) and Phan Duy Binh (from Vietnam), the Ho Chi Minh City Open University International News - August edition marked another dynamic month, featuring a wide range of outstanding activities in governance, academic development, and student engagement.

📌 Notably, the University successfully held a conference to review the first six months of 2026, alongside comprehensive training on enhancing executive governance capacity. Furthermore, we proudly organized solemn activities commemorating the 79th anniversary of War Invalids and Martyrs Day to honor our nation's heroes.

📌 In terms of academic and community development, the University focused on expanding domestic and international cooperation, actively enhancing the quality of education and research. We also continued to powerfully promote youth vitality in the 2026 Green Summer Campaign.

🌱 Khulan’s answer was not found in the interview room. Instead, it was written through an unforgettable journey that followed.

It was about spending time with children and helping them learn about environmental protection. It was about planting trees alongside teammates, putting on gloves to clean up the beach, delivering gifts, and sharing heartfelt moments with local communities.

💙 As an international student who once worried that her Vietnamese might not be good enough to connect with others, Khulan discovered something meaningful: sometimes, we don’t need to speak the same language. When we laugh together, share with one another, and work side by side for something meaningful, the distance between us gradually disappears.

After Green Summer, what remains is more than just beautiful photos. It is the friendships, the smiles, and the unforgettable memories that have become part of her journey in Vietnam.

🌤️ On the morning of August 27, 2026, at Hall 202, 35–37 Ho Hao Hon Campus, Ho Chi Minh City Open University (HCMCOU) held a signing ceremony for a Cooperation Agreement with CPA Australia.

The event marked a new milestone in the long-standing partnership between the two organizations, while opening up further opportunities for HCMCOU students across various fields of study. In particular, students aspiring to pursue careers in Accounting and Auditing will have greater opportunities to engage with the professional environment, broaden their career perspectives, and gradually build a strong foundation for their future careers.

💬 Speaking at the ceremony, Prof. Dr. Nguyen Minh Ha – Secretary of the Party Committee, President of Ho Chi Minh City Open University – expressed his expectation that the cooperation agreement with CPA Australia would further strengthen the partnership between the University and an international professional organization, thereby creating more practical and meaningful benefits for students.
