Ho Chi Hinh City Open University (HCMCOU) was founded on July 26th, 1993, according to the Decision 389/Ttg signed by the Prime Minister on the foundation of Ho Chi Minh City Institute of Open Education established on June 15th, 1990 according to the Decision 451/Ttg signed by the Minister of Education and Training. HCMCOU is the first institution to offer an open training with the aim of implemen

ting the directions of the Communist Party and Government in socializing education and multiplying training types. HCMCOU is a higher education institution offering a variety of programs ranging from on-site to distance learning and learning at satellite academic centers, it aims to meet various learning needs of society and to contribute enriching the country’s human resources. There are currently more than 60,000 students enrolling in daytime, nighttime, and distance-learning courses at HCMCOU. The university has, thus far, granted approximately 40,000 bachelor degrees and more than 1,500 master degrees.

🌐 Following the success of the 1st ICETOE, on November 26–27, 2026, Ho Chi Minh City Open University will host the 2nd International Conference on Educational Technology and Online Education (ICETOE 2026) under the theme: “Trends and Technologies Shaping the Future Wave of Digital Learning.”

💡 ICETOE 2026 promises to be a prestigious academic forum where scholars, researchers, lecturers, postgraduate students, and experts come together to share and discuss innovations in digital education.

🎓 HO CHI MINH CITY OPEN UNIVERSITY RANKS 601–800 AMONG ASIA’S BEST UNIVERSITIES IN TIMES HIGHER EDUCATION 2026

📈 On April 23, 2026, Times Higher Education (United Kingdom) officially announced the THE Asia University Rankings 2026.

📌 Accordingly, Ho Chi Minh City Open University was placed in the 601–800 band, and ranked among the top 7 out of 11 Vietnamese higher education institutions listed.

📊 The ranking is based on five key criteria: Teaching (24.5%), Research Environment (28%), Research Quality (30%), International Outlook (7.5%), and Industry Income (10%). Notably, the University achieved encouraging results in Research Quality and International Outlook, with scores of 58.9 and 39.2, respectively, as evaluated by Times Higher Education.

AN OVERWHELMING SENSE OF EMOTION FOR INTERNATIONAL STUDENTS AT HO CHI MINH CITY OPEN UNIVERSITY THROUGH THE FILM “ĐÀO, PHỞ, PIANO”

🌟 Lim Meymey - a student from Cambodia, shared that she initially thought the film was simply about cuisine and daily life (because of the word "Phở" in the title). However, the reality provided a completely different experience.

"The reality provided me with a completely different experience. I felt deeply moved and reflective, especially during the ending. The film gave me a deeper understanding of Vietnamese history and the resilience of its people. It felt like a quiet tribute to the past, full of subtle emotions and meaningful moments." - Lim Meymey expressed.
