According to how i understand ,A Higher Cert is there to serve as a bridging course that close the gap between your NSC and University requirements

A HIgher Cert is done 1 Year and then after you complete it you can then proceed your Degree/ Diploma , the University will no longer use your Matric Results but your Higher Cert results to judge you.
