Dear Student, 01 March 2022.
Allowances
The CSRC of the Institution of the University of the Free State QwaQwa is far more instigated by all who raised their voice and voted since we believe in the system of government where power is vested in the majority of students. However, this doesn’t neglect the rightful rights and freedoms of all those that are enrolled in the institution’s system. Therefore, the CRSC remains at the centre of advocacy for student driven solutions, proactive and dynamic leadership.
The CSRC is completely dissatisfied with the proposals of the Institution and rejects the attempts at forcing R2000 down our throats. We also receive the anger from students with complete understanding and compassion because we understand that our students are baring the harshest brunt of this situation. Particularly in the QwaQwa campus, our students are on the verge of the most terrible humanitarian crisis in the history of our campus. This is mainly a problem for our students whose landlords are kicking them out as a result of none payment. We therefore understand that the university is vehemently refusing to exercise a humanizing approach in treating our students with a sense of decency. We reject this frivolous misadventure aimed at undermining the majority, to impoverish students of the QwaQwa campus and to subdue them into a state of none being.

The CSRC is not in favor of these insane and extremist proposals by an insensitive university management. This academic terrorism, an upheaval of the normal order in our campus, a great financial genocide for our students and we then must confront and push back the frontiers of evil. The capitalism shown by the UFS through thumb hiding and bunny hat tricks is a clear manifestation of a situation where financial gain supersedes all emotional, social and physical needs. We are at loggerheads with a marauding superpower where the poor are exposed and dejected through systematic processes engineered by the University of the Free State
Through various engagements with the management of the University of the Free State, the CSRC and the management did not see eye-to-eye with the management about the partial disbursement of allowances. The cabinet went frank and laconic about full allocation of allowances. We frankly know how wicked and heartless the management is towards the students. Students cannot receive allowances partially so due to various reasons. Some namely:
• Higher book prices
• Food essentials
• Private accommodation still closed (rent)
• Transport
With the above being mentioned, the CSRC is rejecting the notion of partial allowance disbursement from the management. The needs of our black students should be carted for. Students should rest assured how determined and zeal the CSRC is with their burning issues. Students, we are still fighting the management and rest assured, you will get your full allowances in just a blink of an eye.

Registrations
Registrations are continuing to all those that are not yet registered. Students are urged to come and register since we’ve noted that online registration is troublesome. All those that have submitted their DV4 forms must know that the process is being fast tracked to ensure all students are registered.
Finance
The CSRC have noted students were turned away due to lack producing payslips and other things. At this point in time, we can proudly announce that you can now register with producing payslips. If you experience such when registering, you are urged to come to the SRC office so you can be helped and be a registered student.
Appeals
Students are urged to track their appeal processes as some have been long dealt with. If they are not attended as yet, please report to the SRC office to get your help as soon as possible.
N+ affected
The SRC have submitted a list of wrongly affected the financial working group. We can proudly announce that NSFAS have confirmed and sent the list of the wrongly affected. However, NSFAS sent a list of all students that are funded this year from all universities of South Africa. As we speak, the Fin aid working group is busy extracting out all UFS students that are funded for this, and that process will be finalized before the 4th of March 2022.

CSRC QWAQWA CAMPUS MEMORANDUM OF DEMANDS

MANAGEMENT RESPONSE
EXTENSION OF REGISTRATION AND COMMENCEMENT OF CLASSES

We are calling for the extension of registration because many of our students have not yet registered and Classes cannot commence until all UFS students are fully registered.





Outstanding cases of senior students are and still will continue receiving assistance.



Students are encouraged to urgently approach their Faculties to finalize their registration.

N+1/ 2.

Appeal Tab for all affected students to appear.

Wrongly Affected with outstanding fees.

Issues of students who have no valid reason on the system.





A list of affected students has been received from the SRC and the Financial Aid Office is currently liaising with NSFAS to address the matters raised.

FACULTY APPEALS

All appeals should be responded by Wednesday just after business hours (16: 30) for all students that appealed.



Respective RACs have been and are still communicating with the students regarding their appeal outcomes.



The process is unfolding and it will be concluded by Wednesday as requested in the Memo.

DV FORMS

All DV forms should be responded to by Monday before the end of business hours.



All DV Forms are being responded to and students are encouraged to liaise with their Faculties

WRONGLY CAPTURED ?MODULES



This issue of students who had wrong modules captured should be rectified within 24 hours.





Wrongly captured modules will be rectified by Wednesday, However, affected students must immediately approach their Faculties and Academic Advisers for corrections.



MODULES SAID TO BE FULL

We demand that all students affected to be assisted to register for all the modules involved in their academic plan as their spaces for the required modules should be reserved from their first year of study.



Students will be allowed to register for those modules if offered online through out the year and where they meet the necessary criteria. However, these would be available online due to capacity limitations at lecture venues. Students to note that this will be within the rules of their Faculties and Academic Advising.



CONFIRMATION OF FUNDING PROCESS

We demand that the process be expedited in order to allow students to register as soon as possible (these students are already confirmed on the NSFAS portal).









The University allocates funds on the basis of lists received from NSFAS. We will liaise with NSFAS to expedite the process. We request the affected students to contact the FinAid office for a speedy processing of such cases. Contact [email protected].

VACCINATION PROCESS

We are in full support of the students who do want to vaccinate.

Those ones who are not in favor of the policy should not be forced using the term of mandatory vaccination and they should be allowed to access campus.

Exemption- the committee should be inclusive of student representation.

Cost of implications must be considered.





A separate entrance for those unvaccinated will be arranged









The representation of students in the Committee will be taken up with the appropriate University structures.

EMERGENCY ACCOMODATION

We demand that emergency res should continue to be available for students as some have not registered which means they haven’t been allocated to their permanent rooms.





Emergency accommodation will be afforded overnight to deserving cases if and when it is available, mindfull of the ongoing registration as students take up their rooms.

SEIZED STUDENT OFFERS

All offers should be returned to student has it is the fault of faculties for over enrolment.

If the institution must pay for the over enrolment so, be it as some students have already paid full registration.



The matter has been raised in Bloemfontein. Accordingly an institutional decision will soon be made and communicated in this regards.

NSFAS ALLOWANCE

Books and meal allowance should be paid to student immediately after classes start as student will not function without study material and it is inhuman to be denied food at this point of time.

GLOBAL PROTECT.

Our students have been complaining about global protect since the beginning of registration which indirectly affected them to not to be able to register online, so we request the management to investigate the issue of global protect as we will be commencing with our academics soon, as we are under the impression that 30% of our students will be continuing with online learning.

PRIVATE ACCOMODATION.

We have noted the NSFAS DHET guidelines that requires the PA (Private Accommodation) to be paid to directly to the off-campus landlords. We therefore like to appeal with the university management to consider the geographical location of our campus (QWAQWA) and apply for a standard deviation. This should be done to allow issues of (QWAQWA Campus) to be given a priority that they deserve in terms of the Private Accommodation application process for the academic year 2022.





The nature of the disbursement of funds is a NSFAS prerogative, however, the matter will be taken up with appropriate Governance structures within the University as requested in the Memo.





TRANSPORT REFUNDS FOR RETURNING STUDENTS.

We have noted a concern from the student populace that there are still several senior students who haven’t received their transport refunds for the academic year 2020. We are currently referring to the group that had never utilized the transport services due to the COVID-19 regulations. The list of those students has been already compiled and sent to the Financial Aid.

We appeal that the process of paying for these students is expedited.











As far as the University is concerned, the matter has been exhaustively dealt with.

However, if there are students who have not received their refunds, such students must approach the Office of Mr Maleka.

Dear Student, 19 February 2022.

A student leader is honored and represented by the results of those that he leads. Victory at the expense of the innocent is no victory at all. We would first like to apologize for the calamities that have been unfolding in and during the registration process. We would also like to send our sincere apologies and bring to your attention the shenanigan misinformation being sent and circulating on all social media platforms by certain students. We also go to a greater extent to apologize for all the inconveniences caused by the management to the student population at large.
Finally, we apologize to all our student populace and non-registered First-Entry Students (FTENS) about the incident that unfolded Thursday and Friday at our gate. Students were left unattended at the gate and in the rain. For that, it is indeed a travesty. We would like to remind all students that we did not forget about you all. You voted for us into office because you had faith and trust in us from the get-go. Henceforth, we won’t and shall never disappoint and bring shame to you in any circumstance. Rest assured; all students will be sorted at the end of the day. No student will be left unattended or unregistered, and no new students will be sent home. If it means that we receive rubber-bullets, so shall it be.

Stance of the CSRC and the ISRC
Fellow students, the CSRC’s and ISRC have been in numerous engagements with the management about all student matters. As a result, they promised to deliver on student matters; however, they did not meet student demands. Of our seniors and new-entering students are not registered yet. Thus, the stance of the ISRC is clearly mandated that all three campuses are now closed until all students' demands are met. No classes should commence until all students are registered.
Registrations must be extended. Students must be present. We are prepared to stand with the student masses to the end. If it is that we receive rubber-bullets, we’ll all receive them with the SRC in the forefront leading. The ISRC and the President General have called for an institutional shutdown. On Monday morning, the SRCs will submit a memorandum of demands, and management will be expected to respond to all student demands on the same day.
We urge all students to attend the PEACEFUL PROTEST callout at the main gate Monday morning (mass meeting).

ACADEMIC APPEALS
FACULTY OF EDUCATION:
The next RAC meeting will be on Tuesday next week. Communication from the Faculty Manager’s office will then follow in about three working days after the meeting. The faculty will try to accommodate those students whose outcomes will only be known towards the end of the week, i.e., after the 22nd. The faculty is not intending to disadvantage those students.
Students who applied to do Teaching Practice 3 and 4, they shall remain calm as Reviewing of their Appeals is still underway, and they will all be assisted.
FACULTY OF HUMANITIES:
The faculty held their last round of the RAC on the 17th of February 2022. The faculty has reviewed all students who appealed, and they are all receiving them.

FACULTY OF NAS:
The RAC Committee (NAS) had their last round yesterday Friday (19 February 2022), and they are still responding to students who submitted their Appeals and many NAS students have had their red statuses lifted already and have been able to register.

FACULTY OF EMS
The outcomes of the EMS RAC meetings that were held on 10th, 11th and 24th Jan 2022 were communicated to the students; the faculty of EMS will be having their last round in the upcoming week to review the last batch of students.
The facilities emphasized that all students who haven't received their responses from the RAC Committees their cases will be dealt with individually so and they will be allowed to register.
CAPTURING OF DV'S FORMS
All DV's forms that were submitted through Faculties Proxy emails are being attended to and by Monday everyone will be registered.
We therefore encourage students to submit their DV's forms in correct emails so that the process can be fast track and we advise the students to fill in the DV’s forms electronically.
PROVISIONAL REGISTRATION.
We noted with great dismay that many of our students were turned away because they were asked to present pays lips and proof of income. The CSRC rejected this directive and can confirm that No student funded/ appealing for NSFAS will be subjected to presenting these demeaning documents. Our students declared when applying for NSFAS that they could not afford to pay for themselves and therefore this subjugating stance by the university sought to marginalize them even further. As of Monday, this will no longer be a prerequisite for provisional registration.
CONFIRMATION OF FUNDING.
The latest batch of students received their funding confirmations on the Friday the 18nth of February 2022. This comes after an extensive engagement with the campus management to speed up confirming all outstanding senior students during next week.

ALLOWANCES (FOOD AND BOOKS).
The CSRC has again made the clarion call to reject the frivolous stance by the university to refuse to pay allowances. This criminal and capitalistic behavior cannot see the light of day and as the CSRC we reject this. The CSRC has called for vigorous steps in addressing the situation and parallel engagements are set to take place. This insensitive stance seeks to destabilize and subdue our students by sending them to classes hungry and without learning material. Considering these inauspicious developments, the CSRC has advanced a call for the disbursements of allowances at the onset of classes.
NSFAS APPEALS.
We have noted that on the issue of appeals there is no tab specifically that speaks to address the issue of wrongfully excluded students. We have then made an institutional call to address the situation as we note that the categories listed there do not reflect the situation of most of our dejected students. For those appealing for various other reasons, the appeal tab has since been made available and students can begin to submit their appeals.
SELEPE SYSTEM DEDUCTIONS.
For those entering into agreements with the university to settle the transport fees must note the following.
▪ Deductions will begin from the 1st allowance.
▪ You cannot make any other payment except the deductions as per the
agreement.
▪ Deductions will be in equal amounts across the year.
▪ There is no cash payment option available after the agreement.

2. WRONGFULLY AFFECTED N+1
The blocks for qualifying students were removed and they should be receiving SMS’s to continue with their registration. The CSRC is however disappointed at the slow pace of these confirmations and has taken the necessary steps to ensure that the processes are expedited so as to fast track the registration process.

The CSRC has called for the extension of the registration period in line with the call for fair and equitable access to resources. We have heard the clarion call of our students and have taken the necessary precautions to begin engagements for such with the ISRC.
3. OUTSTANDING SELEPE FEES
We have noted the issue of students who faced the issue of the block being lifted for 3 hours, as of now the block will be lifted for the entire day upon receipt of confirmation.

PGCE Applicants.
A meeting took place on the 13th of January 2022 with the faculty of Education and the following was proposed.
That enrolment to the program was increased to 300 but the faculty managed to go up to 274, the number is then broken down into 3 Categories
Firm offers: 262
ADMT Status: 20
Registered: 140
Conditional Accepted: 63
After the meeting with Dr Nicole on 31st January 2022 the following transpired
We Requested a Response on admission status of students and the following stats were given to us; firm offers: 262, conditional offers were attended to, and some are handled in Bloemfontein Campus and about 114 Students are confirmed to be registered.
The reasons of Applicants who got denied on their status are namely
Did not meet minimum requirement for admission as they were writing Special Exams
NB
PGCE is not funded by NSFAS, so students are liable for their own fees
Students who do not qualify for provisional registration are the ones who took a gap.
We are still in constant engagements with the faculty to ensure that our target of having 300 students enrolled for PGCE for the academic year
2022.

N+2
Campus Treasurer submitted a proposal to the campus management to sensitise them about students who were wrongly affected by NSFAS N+2/1 rule and the matter will be raised in the next FWG meeting that will take place on the upcoming week.

Threshold of 20k
It was agreed upon in the last FWG meeting those students who owe from 20k and less will be allowed to register provisional, and each student will be assessed on case-by-case basis.
Students who were funded in the previous years will be allowed to sign an AOD form.

Monitoring Committee Loan.
The committee met countless times to screen the applicants and approved all those who qualifies for the loan. Moreover, it was picked up that around 29 students that applied who but didn’t attach motivational letters. Therefore, they have been requested to send through their motivational letters until tomorrow midday so that their applications can be considered as well.

SRC loan
The applications will be opened very soon to assist students who need help from the SRC for their registration. It should be known that it covers a certain portion of their debt and a full registration fee.

Extension of Registration
That is yet to be confirmed after the sitting of TLMG meeting because currently registration statistics are exceptionally low because of holds that students have on their ADS.

Academic Advisors
We are currently aware of that issue of low response turnout, and we received so many concerns regarding that and we raised it so many times in our registration meetings but what we Received is that they have an overflow of emails daily so they cannot respond in time.

NRF (National Research Foundation Bursary).
Not Handled by UFS (University of the Free State)
But an email has been written to the officer responsible for it to enquire when will the university get the honour’s list and usually it comes out around in April because of their selection process.
There are no guarantees that applicants might get funding.

Academic Records
The following might be the case on unclosed Study Records
Especially in Humanities Faculty students who did Languages that contradicts with the faculty rule book
Waiting on results on Special exams that were written, and some study records were closed on Friday.
Some instances it may happen that the student does not have sufficient credits to complete the qualification.

Laptop Loan Blocks
The SRC is aware of instances where students are hindered from registering because of this unfathomable situation. We remain positive that all these students will be registered and will do so without prior payment. The SRC is in talks with management to ensure that these students are registered, and the normal repayment arrangement continues.

Outstanding transport fees
Those owing Selepe Transport fees from 2019, we met with the management on Friday and again today afternoon, negotiations are underway to enable this category of students to register by signing the AOD (Acknowledgment of Debt Form). It should be known that students are liable for these fees as they are accumulated outside the packages of NSFAS. Therefore, after payment plans will be communicated after the final meeting with the campus management to allow students to register as soon as possible.
SRC is continuing to advocate for registration without upfront payments for all funded students. We are also aware of many other categories of students affected by historical debts; further correspondences will follow on this matter!

Dear Students
The ISRC notes and sympathizes with all students facing difficulties during this registration process and is working hard to ensure that all students’ concerns and grievances are answered to. On this note the ISRC urges the student populace to take note of the following new developments:
1. NSFAS Funded list:
NSFAS has submitted the list of funded students for the year 2022. Students should start to receive SMSs anytime from the 3rd of February 2022 and will be able to register subject that they receive communication from Financial Aid.
2. Appeals:
The NSFAS Appeals process started on the 03rd of February 2022 and will remain open for the next 30 days. This process will no longer be facilitated by the University however will be handled directly by NSFAS. Students are now required and expected to appeal via the NSFAS portal:
2.1) How to appeal:
1. Upload all required supporting documents, to substantiate the reason for appeal.
2. Applicants can lodge appeals on myNSFAS student porta by clicking the following link: www.nsfas.org.za
NB: No affidavit will be accepted as supporting documents.
3. Students who obtained Higher Certificates in 2021
The ISRC also takes note of the students who recently obtained their Higher Certificate and whose status, on the NSFAS portal is noted to be unsuccessful for various reasons. The ISRC is aware that this group of students is also unable to appeal. The ISRC after their meeting with the Financial Working Group, has come to an agreement with the office of the Deputy Director of Finance that they shall do a follow up on this matter and send communication to students as soon as possible. This will be done through social media platforms, however the ISRC will also communicate once feedback has been provided. Furthermore, the ISRC has also created a survey so that a sound database of students who are affected can be captured. To access the survey, students must follow the link attached below:

3. Conditional Registration:
3.1) First time entering students who are NSFAS recipients are no longer required to pay R500 for conditional registration. They may proceed to register without paying anything for as long as their funding is confirmed.
3.2) Those who are in the process of appealing are still required to pay R500 to conditionally register, however should NSFAS approve their appeal they may be able to claim a refund.
4. Provisional Registration:
4.1) The ISRC was able to deliberate and negotiate that, the cap of R15 000.00 for provisional
registration, be increased in order to cater for all students. The amount is now R20 000.00
4.2) Students who are owing more than R20 000.00: A comparative analysis will be conducted to ensure that they are also catered for.
5. NSFAS Allowances
The ISRC maintains a position that classes should not commence, should there be any delay in
allowances. A clear proposition has been put forward that the process must unfold sooner than later. This includes the following:
1. Book Allowance.
2. Food Allowance.
3. Private Accommodation. 6. Residence Deposit:
• Students who are unable to pay the R960 deposit fee will be given an opportunity to make their payment in instalments over a period of 3 months max.
• Moreover, these students will also be allowed to move into their respective Residences despite them being unable to pay the Residence deposit.
7. Students who were wrongly affected by the N+Rule
• •

Students who fall into this category are also advised to appeal, should the student’s appeal be approved on the basis that they haven’t exceeded the N+ Rule they will be able to register.
A link created by the ISRC to collect the database of the affected students will be circulating from the 4th of February 2022 to ensure that the process unfolds sooner than later for submission to Student Finance.
Students whose appeal is not approved due to exceeding the N+ Rule will be granted a chance to provisionally register.
